Background 

The NRC is an international, independent, humanitarian, non-governmental organization providing assistance to displacement affected populations across 40 countries including Palestine. Information, Counselling and Legal Assistance (ICLA) is an NRC Core Competency. NRC’s ICLA programmes aim to enable people affected by displacement to claim and exercise their rights and to find lasting solutions. ICLA also aims to prevent displacement for those at risk. ICLA activities are implemented in accordance with international humanitarian protection standards and principles. They promote understanding and respect for the rights of affected people and the obligations of duty bearers under international law.

Role and responsibilities

The role of the ICLA Coordinator is to coordinate, manage and implement ICLA projects in accordance with proposals and targets, ensuring the high technical quality of all ICLA activities.

Generic responsibilities:

Line management of ICLA project field staff in Gaza Area Office.  Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies. Contribute to ICLA strategy development, and project proposals and provide input on needs and gaps. Manage and implement a delegated portfolio of ICLA projects (activities, budget and project documentation) as delegated by the ICLA PM in line with ICLA strategies, proposals and donor requirements, and ensure high technical quality. Provide regular progress reports to the Project Manager, Area Programme Manager, Area Manager, ICLA Specialist and other senior management staff as needed.  Promote and share ideas for improvement and necessary changes in the activities.  Ensure capacity building of project staff and transfer key skills. Liaise and collaborate with relevant local authorities and other key stakeholders.  Promote the rights of IDPs/returnees in line with the advocacy strategy.  Ensure that the project reaches project participants most needing legal aid and explore and assess new and innovative ways to assist. 

Specific responsibilities:

Support analysis and provision of recommendations on NRC ICLA thematic areas: HLP, including due diligence, legal identity, civil documentation, and employment laws and procedures. Oversee the monitoring and analysis of relevant contextual and legal developments and practices in areas of operation. Identify knowledge gaps and needs of project participants, partners and other key stakeholders relevant to ICLA thematic areas.  Regularly update ICLA materials and tools, according to the analysis, assessments and research undertaken and produced as per the change in context, and in consultation with the CC Specialist/PM. Implement HR related processes (recruitment, orientation, training, performance appraisal) with respect to the ICLA Officers. Strengthen the capacity of the ICLA field teams in technical and soft skills required to deliver quality activities.  Oversee the technical support to the field teams on key issues in relation to legal case management (counselling, legal assistance, referrals), training and information sessions. Undertake regular quality checks of ICLA services provided by the team across areas of operation. Monitor and supervise ICLA local partners and consultants, as delegated by PM.  Contribute to project cycle management, including programme and strategy development, needs assessments, proposal development, implementation planning, operationalisation, reporting, monitoring and evaluation). Implementation of the ICLA project in accordance with donor requirements and NRC principles, policies and procedures.   Ensure project activities in the field are implemented in accordance with the work plan, on time, and to a high level of technical specificity to meet the needs of the most vulnerable beneficiaries and meet targets. Ensure project field activities are supported by a spending plan, to align the project activity plan and budget spending in the respective area. Ensure the provision of quality field monthly reports from field staff to the Information Management Officer meeting internal and external deadlines.  Ensure regular implementation of ICLA needs assessments to inform programming, strategy and priority areas of operation. Oversee the reporting, M&E and learning outputs for ICLA activities in the field and support quarterly M&E reporting. Oversee the implementation of outcome monitoring exercises on quarterly basis and the regular use of the reporting and evaluation forms. Lead logistical arrangements for the delivery of the field activities including obtaining security clearance, development of movement plans and obtaining all the required logistics needs. Lead the internal coordination with other NRC core competencies/ programmes in the field and co-plan the implementation of integrated or joint CCs activities for synergetic projects in consultation with the PM. Represent, liaise and collaborate with relevant local authorities and other key stakeholders including the Protection cluster, Shelter clusters, Legal Task Force (LTF) and HLP Working Group.  Ensure coordination and partnership with national NGOs, CBO, and community-based actors.  Any other task relevant to the position as requested by the line manager.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

Area operations: ICLA Project Manager, Area Programme Manager, ICLA Specialist Manager; Gaza Core Competencies’ Programme Manager, Area Manager, ICLA Project Coordinator, LTF Coordinator, HLP Coordinator, Research Coordinator Technical Officers, and ICLA Officers.   Implementation: Monitoring: M&E team, Grants and Partnership team, Compliance team, Support team: Procurement, finance, HR and ICT Staff Capacity building: ICLA Felid Staff Competencies

Minimum of 3 years of experience working in a similar position in a humanitarian/recovery context.  Previous experience working in complex and volatile contexts  Documented results related to the position’s responsibilities.  Knowledge about own leadership skills/profile.  Fluency in English and Arabic, both written and verbal.   Training skills  Reporting skills  Budget monitoring  Experience in research and data analysis 

 

Context/ Specific skills, knowledge and experience:  

Degree in legal studies, human rights laws, project management or relevant fields; Masters is an advantage. At least three years of relevant experience with international organisations. Demonstrated experience in a fast-paced work environment and ability to proactively resolve practical issues that arise as part of the implementation.   Excellent team management, leading by example. Excellent communication and interpersonal skills. Good capacity to directly influence and negotiate with a wide range of stakeholders. Knowledge of the NGO operations and the dynamic of the humanitarian sector preferable. Ability to work collaboratively with other ICLA and NRC team members.  Ability to work in partnership with the field staff to learn from each other   Knowledge of the overall context in Gaza will be an asset  Excellent Computer skills especially MS Excel and Word  Solid information, communications, and technology skills are an asset  Training or prior achievements in protection will be an asset  Ability to work independently in a result-oriented multi-tasking and multi-cultural environment  Negotiation and conflict resolution skills  High integrity and confidentiality. Stress and time management.  Excellent English drafting skills, high standard of accuracy and attention to details. Budget monitoring and reporting skills.
