Purpose of the Job: 

The Information Counselling Legal Assistant implements ICLA activities at the Islam Qala border point (zero point) with Iran. The Assistant is responsible for ensuring that all ICLA activities comply with the NRC Code of Conduct, national law, donor requirements, and ICLA’s overall objective to ensure that people affected by displacement can access their right to a durable solution.

Generic responsibilities:

Adherence to NRC policies, guidance and procedures.Ensure that ICLA projects target beneficiaries most in need of protection and contribute to new approaches for assisting target populations. Conduct survey and other assessments as required.Liaise with governmental, non-governmental organizations and UN agencies to establish and maintain networks for referrals at the border point. Any other tasks assigned by the supervisor.  

Specific responsibilities:

Provide information and counseling to returnees from Iran in accordance with the ICLA strategy, project documents, and applicable laws and procedures.Enter all activities’ information into the ICLA electronic database and maintain hard copies of all means of verification documents.Provide individual counselling services to beneficiaries per ICLA standards and report outcomes, challenges, and progress to the supervising officer.Preparing and presenting the weekly and monthly progress reports to the ICLA Officer on a timely manner.

Minimum 1 year of relevant experience within field of expertiseTechnical specific knowledge from the humanitarian sector and work experience with returnees Previous experience from working in complex and volatile contextsDocumented technical competences related to the position’s responsibilitiesDocumented results related to the position’s responsibilitiesFamiliarity with NRC work in the region Knowledge of local language and computer literate (MS Office)

Context related skills; knowledge and experience (shall be adapted to the specific position): 

Collage degree from any related field and a thorough knowledge of Afghan law At least 1 year experience from working in a protection or legal assistance implementation position Experience in monitoring, evaluation and reporting on project activities Experience in conducting awareness sessions for groups of people Experience working at Islam Qala border point is an asset Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in the public fora (e.g. protection sector)Working knowledge of context-relevant languagesComputer skills, especially in Microsoft Word, Excel, Power Point and Outlook
