JOB TITLE: Humanitarian emergency officer

JOB SUMMARY
Islamic Relief Somalia seeks qualified and experienced Humanitarian emergency officer and he/she will be responsible to implement emergency projects and leads the implementation of the humanitarian projects based on the IRS Humanitarian Policy. He/she will work in various locations of the project operational sites.
SCOPE OF ROLE:
· The holder of this position will be responsible to implement emergency projects in project sites in Puntland.
· Provide information and analysis relating to humanitarian situations.
· Collaborate with other staff in the monitoring and analysis of emerging and actual crises, including consideration of broader contextual considerations, in order to enhance both the quality of response and related advocacy work
· Serves as focal person for emergency preparedness and response planning at Islamic Relief Puntland projects.
· Monitor, analyze and develop situation reports on the emergency situation in Puntland.
· Partner with other humanitarian agencies to gather and share data, ensure intern-agency strategic planning and evaluate relief programmers for gap analysis and to ensure the latest findings, lessons learned, and cultural/gender norms are incorporated.
· Assist in the implementation of the various standards and conventions related to humanitarian assistance

KEY AREAS OF ACCOUNTABILITY:
· Knowledge and understanding of humanitarian, emergency relief assistance, protection of civilians, early recovery and development issues
· Ability to conduct research, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights situation in assigned area.
· Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery).
· Ability to provide guidance to new/junior staff.
· Ability to show persistence when faced with difficult problems or challenges; remains calm in stressful situations.

QUALIFICATIONS:
Bachelor degrees in Public health, political science, social science, international studies, public administration, economics, or a related field.
EXPERIENCE AND SKILLS
· A minimum of 3 years of experience in humanitarian emergency is required.
· Field experience in humanitarian affairs in a complex emergency or natural disaster context is required.
· Experience in community mobilization and participation is required.
· Proficiency in English (Written and spoken) is essential.
· Good IT skills. Knowledge of Microsoft Office Word and Excel is essential
