The Human Resources Officer reports to the Senior Human Resources Officer. The Executive Office component of the Headquarters Client Support Service provides administrative support to the Department of Operational Support (DOS), the Office of Information and Communications Technology (OICT), Global Compact Office (GCO), Human Security Unit (HSU), Office of Administration of Justice (OAJ). United Nations Sustainable Development Group (UNSDG) System-Wide Evaluation Office, Office of Special Coordinator on Improving the United Nations Response to Sexual Exploitation and Abuse (OSC SEA), Office of the Special Representative of the Secretary-General on Children and Armed Conflict (OSRSG-CAAC), Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC), Office of the Special Representative of the Secretary-General on Violence Against Children (OSRSG-VAC), Office of the United Nations Ombudsman and Mediation Services (OMS), Office of Victims’ Rights Advocate (OVRA), United Nations Ethics Office, United Nations Office for Partnerships (UNOP), United Nations Alliance of Civilizations (UNAOC), Office for Digital and Emerging Technologies (ODET), Office of Data Protection and Privacy (ODPP), and Liaison offices of the: United Nations Office on Drugs and Crime, United Nations Convention to Combat Desertification in New York, United Nations Institute for Training and Research. ResponsibilitiesWithin delegated authority, the Human Resources Officer will be responsible for the following duties: General • Provides advice and support to managers and staff on human resources related matters. • Prepares special reports and participates and/or leads special human resources project. • Keeps abreast of developments in various areas of human resources. Recruitment and placement • Identifies upcoming vacancies in coordination with client offices. • Prepares job openings, reviews applications, and provides a short-list to those offices. • Arranges and conducts interviews to select candidates. • Reviews recommendation on the selection of candidate by client offices. • Prepares and present cases to the CR bodies. • Monitors the work of the HR Partners in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts. Administration of entitlements • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules. • Administers and provides advice on salary and related benefits, travel, and social security entitlements. • Reviews policies and procedures and recommends changes as required. Staff development and career support • Provides advice on mobility and career development to staff, particularly young professionals and staff in the General Service and related categories. • Designs, plans, monitors and provides induction orientation programme and briefing to new staff members. • Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PAS). Other duties • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. • Prepares reports from dashboards or other tools to effectively summarize findings and convey information to management. • Prepares classification analysis of jobs in Professional and General Service and related categories. • Provides project support on cross-cutting issues as required (e.g. audit, preparation of annual work plans, HR metrics, tracking of performance indicators). • Provides substantive support to legislative bodies, committees and senior management on strategic workforce planning and workforce analytics matters. • Perform other duties as assigned by the supervisor. EducationAn Advanced university degree (Master's degree or equivalent degree) in public or business administration, human resources management or related field is required. A first level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Experience working in a human resource module of an Enterprise Resources Planning (ERP) system, such as Umoja (SAP) or similar, is required. Experience with talent management software such as Inspira or similar, is required. Experience in providing advice to clients on the interpretation and application of policies, regulations and rules and recruitment activities is required. Experience managing staffing tables is desirable. Experience in data analytics and organizing/preparing analytical reports is desirable.
