POSITION TITLE: Human Resources Manager LOCATION: Abidjan, Côte d’Ivoire Winrock International works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock is seeking a Human Resources Manager for a multi-country program that will facilitate the growth of a competitive market system for raw cashew processing that optimizes revenues across all segments of the processing chain and fosters equitable and sustainable employment opportunities for young women and men. Working with processors and empowered service-driven producer organizations and networks, the program will facilitate investment in production, processing, market access and supporting services needed for the sector to capitalize on the market push created by favorable global market trends and improvements to local systems over the last 15 years. Focus countries are Cote d’Ivoire, Senegal, and Guinea Bissau. POSITION SUMMARY: The Human Resources Manager will be responsible for leading and overseeing all aspects of human resources management, including recruitment, onboarding, performance management, training and development, employee relations, policy development and implementation, and ensuring compliance with labor laws and organizational policies. The Human Resources Manager will work closely with senior leadership to develop and implement HR strategies aligned with Winrock’s goals, foster a positive work culture, and support employee engagement and retention efforts. The Human Resources Manager reports directly to the Director of Operations and coordinates with relevant Winrock International Home Office staff and Regional Office in Nairobi. ESSENTIAL RESPONSIBILITIES: Recruitment and Staffing Oversee and provide guidance on recruitment, selection, and hiring processes for the project, ensuring alignment with strategic staffing plans. Collaborate with senior management and hiring managers to define staffing plans that support overall project strategies. Review final job descriptions and oversee the recruitment and evaluation process for prospective candidates. Manage the development and dissemination of vacancy announcements to ensure broad visibility. Act as the project HR Administrator for the HRIS (Dayforce system) and recruitment software (Greenhouse). Ensure the implementation and effective use of a recruitment tracking system. Compliance and Policy Management Ensure adherence to Cote d’Ivoire, Senegal, and Guinea Bissau labor laws and Winrock International policies and procedures. Lead updates and revisions to the HR policy manual as needed. Communicate changes in HR policies and procedures to project staff. Oversee the implementation of a leave tracking system, ensuring compliance with the policy or handbook. Performance Management and Employee Relations Oversee performance management processes and serve as a resource for staff and managers on performance and HR issues. Develop and provide training for supervisors on performance objective development and staff evaluations. Provide support and guidance to staff and supervisors throughout the performance management cycle. Partner with project leadership, Winrock Home Office, or Regional HR Representative to resolve employee relations issues. Training and Development Lead ethics, code of conduct, child protection, and other relevant training in collaboration with Winrock’s Home Office. Designated safeguarding focal point ensuring alignment with organizational safeguarding policies and compliance with donor requirements Create learning and development programs and initiatives to provide internal development opportunities for employees and the HR team. Onboarding and HR Administration Supervise onboarding and orientation for new staff members to ensure a smooth transition into the project. Ensure timely completion and filing of all HR documentation. Oversee the daily workflow of the HR department and maintain HR systems and processes. Liaise with the Regional Winrock HR representative in Nairobi on behalf of the project. Leadership and Capacity Building Elevate human resource concerns to project leadership as needed. Provide leadership and guidance on departmental activities to maintain an effective and efficient HR operation. Other Responsibilities Develop and implement initiatives to enhance employee engagement and organizational culture. Organize and advise on professional development needs and opportunities in line with project objectives and strategy Perform other tasks and duties as assigned. QUALIFICATIONS AND REQURIEMENTS: Education: B.S. or equivalent university degree in Human Resources, Business Administration, or related field. Experience and Skills: At least 8 years’ progressive experience in human resources. Excellent organizational skills are required. Excellent computer skills (MS Office Suite, word-processing, spreadsheets, and databases) are required. Strong communication skills INGO experience is strongly preferred Complete fluency in written and oral English and French is required. Knowledge of Portuguese an advantage.
