Secours islamique France is looking for a HR coordinator for ou mission based in Damascus, Syria.

Context

Involved in Syria since 2008, SIF has been working alongside UNHCR to bring equitable access to the basic services such as water accessibility, hygiene and sanitations to the displaced and affected populations in Syria. In a joint venture with UNICEF, SIF was able to create 5 centers in which unscholled children got education and diverse activities. Thanks to SIF's capacity building programme, 770 Teachers and more are now able to better protect vulnerable children against abuse, violence or even child labor.

Under the supervision of the Head of mission, you will have under your supervision the HR Team.

Your main responsabilities are the following (evolving and non exhaustive list) :

  • Monitor systems and procedures with the Human Resources Manager based in the headquarters.
  • Develop HR strategic organisational structure based on the best optimisation of the HR versus the
    diverse range of operations with building up a chart of the identified competencies & skills, potentials and
    new profiles when needed.
  • Responsible for the establishment and development of the HR management framework of the mission in compliance with SIF’s policies
  • Ensure that the mission implements Human Resources policies and procedures and remains compliant
    with local labour law
  • Oversee and manage the performance appraisal process, assist and guide colleagues within the internal
    regulations and procedures
  • Anticipates & Plans human and material resources needs,in line with the objectives defined in the project proposals, agreements, following SIF’s APs and guided thoroughly by SIF & donors’ compliances.

Profil

  • Bachelor’s degree in HR and/or MA in project management, psychologist, law, political science or social studies or related field. And/or minimum equivalent 2 years’ experience with INGO as HR coordinator or minimum 3 years’ field experience as HR Manager.
  • Experience in developing and implementing HR policies and procedures,
  • Experience with institutional donors including but not limited to European donors, UNHCR, UNOCHA and UNICEF,
  • Strong leadership skills and a supportive management style (experience managing national and expatriate staff)
  • Consolidated expertise in project cycle management with Knowledge of international humanitarian responses, institutions and donors’ procedural requirements.
  • Ability to understand the cultural and political environment and to work well with partners including local authorities.
  • An understanding of and commitment to SIF’s mission and values
  • Flexibility & Ability to work and multi-task under pressure in insecure contexts while maintaining adequate team dynamics and unity showing courtesy and calmness (nerves control)
  • Excellent & Fluent written and spoken English. Desirable knowledge of Arabic & French.
  • Excellent proficiency of computer skills. Excel and other data entry software or tools are required such as Homer or similar HR tools & software, Power BI… etc.

Conditions

  • Starting date : As soon as possible.
  • French fixed term contract : 6 months.
  • Remuneration according to our salary grid.
  • Monthly perdiem/guesthouse
  • Health insurance (SIF contributes to 70% of the insurance).
  • Rapatriation insurance (100% covered by SIF)
  • R&R to your homecountry covered by SIF after 6 months of mission.
  • Leaves every 3 months
