The Human Resources Assistant will work under the direct supervision of the Human Resources Officer leading the Staffing Team (ST) and the overall guidance of the Chief, SDOS. For more information on UNOV and UNODC, please visit our websites: www.unov.org and www.unodc.org ResponsibilitiesWithin assigned authority, the incumbent will be responsible for the following specific duties: Staffing and Outreach • Act as strategic business partner to hiring offices throughout the entire staffing process from advertising vacancies until onboarding. • Support hiring managers in the development of assessments, and prove quality assurance on questions, as well as maintain and enable the use of the UN testing and assessment platform. • Facilitate the advertisement of job openings, including preparing and maintaining recruitment case files for staff. • Determine eligibility of applicants and conduct reference checks. • Facilitate compliance review and selection of recommended candidates. • Support hiring offices with outreach for job openings, focusing on diversity, especially on gender parity and geographical distribution and engaging with internal and external counterparts. • Organize and represent the Organization in outreach events and delivering webinars to an internal and external audience. • Actively monitor gender and geographic distribution amongst client offices, highlighting respective measures as appropriate, prepare and participate in various outreach activities. • Maintain automated applications and databases containing HR-related information and statistics, and prepare periodic reports, as applicable. • Assist in the preparation of necessary documentation for distribution to various offices, departments and field offices. • Undertake research on a range of HR related issues and assist in the preparation of notes/reports. • Support the development and implementation of staffing related initiatives and policies. • Provide comments, guidance and assistance to stakeholders on all aspects of the staffing process; prepare written responses to queries concerning HR related matters. • Support and guide assigned clients on the full recruitment cycle for international and local positions in the Professional, National Professional Officer and General Service categories. Administration & General • Onboard staff by conducting reference verifications, determining compensation and benefits, preparing offers of appointments, completing pre-recruitment formalities and facilitating travel and visa arrangements. • Advise and inform onboarding and separating staff on procedures and the related entitlements and assist them in final arrangements. • Act as focal point to individual staff members on matters related to salaries and allowances during onboarding, and to substantive offices on all HR related matters related to onboarding. • Maintain effective and efficient communication with FRMS on staff salary, allowances and entitlement related issues for the purpose of onboarding. • Train and provide guidance to new and lower-level staff in the Team. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform other work-related duties as required. Work ExperienceA minimum of seven years of progressively responsible work experience in human resources management or related area is required. The minimum number of years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher. Several years of recent work experience in recruitment is required. Solid work experience in the recruitment of staff, offer management and onboarding of staff is desirable. Work experience with ERP systems related to recruitment and staff administration is desirable. Work experience within the United Nations system or similar international organization is desirable. Work experience in conducting and delivering outreach for diversity is desirable. Experience in data analytics or related area is desirable.
