Under the direct supervision of the National HR Compliance Officer and overall supervision of the HR Officer and in consultation with relevant units in Headquarters (HQ) and Manila Administrative Center (MAC), the successful candidate will be responsible and accountable for providing global support functions and assistance to missions on human resources matters relating to locally recruited employees of Missions worldwide.
S/he will coordinate with HR practitioners in the different Country Offices and Regional Offices worldwide to achieve a consistently high level of data accuracy in HR System. S/he will also be responsible for preparing reports and statistics as required by senior management.
- Prepare, coordinate, and monitor periodic reviews of HR master data in ERP System to analyze and verify the integrity and consistency of data, with a particular focus on internal controls related to payroll processing and the regular analysis of country office payrolls against HR entitlements and information in personnel files.
- Provide specialized, technical guidance and assistance to HR Focal Points to perform the role of Timekeeper in ERP. Serve as a knowledgeable resource and respond to issues related to the absences and to assist to generate, edit and analyze leave-related reports; respond to questions concerning leave administration; guide colleagues on request and approval procedure in ERP.
- Compile relevant HR information and prepare Audit reports to be reviewed by the supervisor. The report may include a summary of the information and comments from previous audits.
- Prepare ad-hoc and periodic reports on outcomes of spot-checks and reviews and suggests ways to enhance compliance and to correct systemic and non-systematic issues.
- Prepare and submit consolidated statistics as required by relevant units on a timely basis.
- Analyze requirements for reports, create queries and present results as required in coordination with the National HR Compliance Officer and Head of HRAS.
- In coordination with the National HR Compliance Officer, provide support and respond to inquiries to end-users on processes and troubleshooting in HR System. Coordinate with Country Offices and ITC Support when required.
- Contribute to process reviews of ERP System functionalities with the aim of improving existing processes and developing new solutions and tools.
- Assist in planning and facilitating training sessions to support the strengthening of HR data reporting in and among country offices.

Education:
- High School diploma with five years of relevant experience; or,
- Bachelor’s degree in Human Resources, Business Administration, Psychology or related field with three years of relevant professional experience.
Experience
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, Email, Outlook; previous experience in SAP is a distinct advantage;
- Attention to detail, ability to organize paperwork in a methodical way;
- Discreet, details and clients-oriented, patient and willingness to learn new things; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
- Knowledge of SAP.
- Knowledge of IOM or UN HR rules and regulations.
Languages
- Required: Fluency in English and Spanish (oral and written).
- Desirable: Working knowledge of French an advantage.
