Org. Setting and ReportingThe position is located in the Office of Human Resources in the United Nations Military Observer Group in India and Pakistan (UNMOGIP). The Human Resources Assistant performs the duties under the direct and overall supervision of the Chief Human Resources Officer. Within delegated authority, the Human Resources Assistant will be responsible for the following duties: ResponsibilitiesRecruitment and placement o Supports hiring managers in the development and reviewing of draft job openings ensuring that the evaluation criteria and responsibilities are in line with GJP and standard/individual job descriptions. o Assists with the review of applicants to ensure that candidates meet eligibility criteria, including requirements stated in the job openings. o Initiates and follows-up reference checks, in respect of academic verifications and employment records, ensuring the completion of the pre-recruitment formalities. o Initiates and prepares offer of appointment, including statement of emoluments, for review by the Human Resources Officer. o Assists with the scheduling and coordination of assessment of candidates, including written assessments; competitive recruitment examinations and Competency Based Interviews. o Maintains up to date electronic roster for successful applicants to national category job openings, establishing contacts with candidates to update rosters. Classification o Assists in reviewing and processing requests for classification. o Provides advice and answers general queries on classification procedures and processes. Administration of entitlements and benefits for staff o Advises staff on the application and implementation of HR policies, procedures, regulations and rules concerning entitlements and benefits. o Reviews and maintains time and attendance records of staff, processing leave requests, liaising with Units and staff in cases of discrepancies within the stipulated Key Performing Indicators (KPIs). o Acts as focal point to individual active staff members on matters related to salaries and allowances and, separated staff members and their beneficiaries on matters related to pension, insurance and after service benefits and entitlements. o Reviews and processes entitlements and benefits related actions for staff in Umoja ERP/SAP, Field Support Suite (FSS) and Inspira systems. o Assists with the monitoring and documentation of issues related to conditions of service of staff and advises the supervisor of any developments; o Conducts research and prepares written responses to queries related to HR matters. Administration of entitlements for Military Observers - Individual Uniformed Personnel (IUPs) o Assists with back-to-back administration of Uniform personnel from deployment to repatriation at the end of tour of duty. o Reviews and processes requests for entitlements and claims. o Maintain Umoja ERP/SAP entitlements reference tables. o Delivers HR induction upon deployment. o Maintains and processes FSS administration for IUPs (check-in and check-out, Tour of duty, maintain Military appraisal database). Others o Undertakes research on a range of HR related issues and prepares notes/reports. o Assists with the compilation and preparation of statistical reports on HR/Travel related functionalities. o Trains and provides guidance to new and lower-level staff in the Team. o Conducts exit Interviews for separating staff and assist them with final separation arrangements. o Prepares and drafts responses to queries concerning HR related matters. o Perform other work-related duties as required. Work ExperienceA minimum of five (05) years of progressively responsible work experience in human resources management or related area is required. The minimum number of years of relevant experience is reduced to three (03) years for candidates who possess a first-level university degree. Experience in the use of Enterprise Resource Planning (ERP) systems, such as Umoja/SAP is required. Work experience within the United Nations system or similar international organization is desirable. Solid work experience in the recruitment, offer management and onboarding of staff, uniformed personnel and individual contractors is desirable. Working experience of MS-Office (Word, Excel, PowerPoint, Outlook, SharePoint) is desirable Experience in data analytics or related areas is desirable.
