Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
First-level university degree in international studies, public policy, political science, law or human rights related fields
Diplomatic experience or experience working in political affairs with international organizations or government
Experience in preparing analytical reports
Excellent communication and drafting skills
Knowledge of regional political history and developments
Diplomatic and negotiating skills
Some knowledge of the OSCE principles and commitments
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
A first-level university degree in relevant field.
Experience:
Minimum 6 years of relevant professional experience

Additionally, this particular post has specific requirements:
Mandatory:
International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;Knowledge of international human rights legal instruments related to OSCE commitments and international standardsPrevious working experience in a programmatic/strategic planning roleProven work experience in project management: project development, including budgeting, monitoring, implementation, and reporting (both narrative and financial)Strong analytical and negotiation skillsSupervisory and management experience related to the OSCE Human DimensionProven ability to establish contacts and constructive relations with officials local and population
Flexibility and ability to work under pressure and with limited time frames
Professional fluency in English with excellent communication (both oral and written) skills; including the ability to draft documents clearly and concisely; professional fluency in Russian would be an asset;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.
Desirable:
Previous work experience in Central Asia preferably in an international environment or within operational MissionsExtensive knowledge of regional political developments and security and defence issues in Central AsiaExperience and/or training in negotiation and dispute resolutionProfessional fluency Russian, both oral and written, including the ability to draft documents clearly and conciselyBasic proficiency in Turkmen
Tasks and Responsibilities:
Under the overall supervision of the Head of Centre, the successful candidate will be tasked with the following duties:
Providing analysis of current affairs and developments in the human dimension area;
Implementing Centre's activities in the Human Dimension of the OSCE;
Establishing contacts and liaising with senior government officials of the relevant ministries, agencies and other
Governmental bodies, relevant parliamentary committees, and other officials dealing with Human Rights, Rule of Law, as
well as with local authorities, universities, research institutions and non-governmental organizations (NGOs);
Assisting in arranging OSCE events, inter alia, seminars and visits to the area by OSCE delegations, as well as other
events with OSCE participation;
Liaising with the other OSCE presences in the region;
Preparing information about the programme/projects related to OSCE Human Dimension initiatives;
Developing, implementing and monitoring activities and projects related to Human Rights, Rule of Law and other OSCE;
Human Dimension commitments;
Performing other duties as required.
