    JOB TITLE: HR Officer – Organizational Alignment Implementation

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
    In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.


    The Caribbean Multi Country Office completed an Organizational Alignment initiative on October 2024 as a follow-up to the Strategic Workforce Planning (SWP) mission conducted earlier in 2024. This initiative will implement key recommendations to foster a positive workplace culture, identify critical skills, enhance learning and development initiatives, improve people management, team compositions, and reporting lines in alignment with the operational context.
    The purpose of this assignment is to provide expert guidance and support in aligning the organization’s structure with its strategic goals while ensuring effective staff engagement throughout the process. The assignment will involve collaboration with MCO team members as well as Regional Bureau HR counterparts. The exercise resulted in recommending changes to the structure with the recruitment of 40 positions (including change in the contract and or change in grade and creating new positions). These changes will be made through a competitive recruitment process by advertising the positions internally and externally with the aim of completing the exercise by July 2025.


    The job holder is likely to be working under the supervision of Deputy Country Director, to staff the above positions receiving guidance and regular feedback on work performed. They will support the collation, maintenance, analysis, and reporting of information to maximize the effectiveness of HR services.


    JOB PURPOSE:
    The focus of the role will be to support the delivery of professional, client-focused HR recruitment services, while partnering with hiring managers in line with WFP corporate priorities and will also engage and report on the progress of the organizational alignment implementation.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    Engagement Plan and Reporting

    • Under the guidance of the Head of HR, support HR operational activities resulting from the Organizational Alignment following standard processes and ensuring alignment with WFP policies.

    • Develop communication plan in line with the organizational alignment principles and objectives to provide updates on the recruitment progress to staff, Heads of Unit and CO Management.

    • Lead and implement planning, prioritization and synchronization of all actions related to recruitment of the positions coming from the organizational structure review.

    • Create a dashboard to track recruitments and communicate a bi-weekly recruitment report keeping staff and managers informed of the timelines/deadlines for each selection.

    • In collaboration with the Country Head of HR and utilizing corporate materials, organize development solutions that equip staff with the skills and knowledge required to meet job requirements and support staff capability building to strengthen CV writing, interviews, and employability.

      Recruitment process:

      • Following up on the Terms of Reference for positions to be advertised ensuring they are designed in alignment to the CO operational requirements, creating and posting the vacancy announcements (VA) in the Workday system.

      • Screening and longlisting applicants against minimum requirements and as per the guidelines aligned with the hiring manager and the corporate standards and ensuring timely completion of the shortlist by the Head of Units / hiring managers.

      • Support WFP’s gender, diversity and inclusion strategies and ensure same are incorporated in the attraction and selection process.

      • Taking the lead and ensure timely and quality preparation and presentation of the necessary tools for the assessments and interviews according to the appropriate levels in consultation with the Head or HR/regional Talent Acquisition team.

      • Facilitating and reviewing interview panel meetings, document deliberations (including collating notes for the record and recommendation for onward submission to the Local Appointment Committee.1

      • In collaboration with the CO and RBP HR teams, facilitating LAPC panel meetings and present documentations to examine the review panel’s recommendations.

      • Document and maintain Local Rosters of qualified candidates to be considered for future upscaling.

      • Lead and ensure that reference check for selected candidates is done with high quality standards(including document’s validation and medical clearance).

      • Drawing conclusions and lessons learned from the first round to be considered for the following recruitment phases. Ensure confidential storage of sensitive information and safe keeping of required documents and correspondence as per guidelines.

      • Contribute to an effective and cohesive work environment within the HR team.

      • Any other related duties in line with role and level.

        QUALIFICATIONS & EXPERIENCE REQUIRED:
        Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial/Organizational Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

        Experience:At least 5 years of professional experience in Human Resources with an interest in international humanitarian development.

        Knowledge & Skills:

        • Extensive experience in recruitment process and policies of UN/WFP, including WFP contractual framework and Staffing Framework.

        • Knowledge of, or the ability to quickly assimilate UN/WFP specific processes and systems, including Workday.

        • Ability to work with minimal supervision, operating with high levels of discipline and with agility.

        • Good communication skills required (both written and oral), ability to effectively manage wide range of senior stakeholders (including Heads of Units and management); ability to drive engagement on All-Staff and individual employee levels.

        • Ability to establish and maintain effective relationships with clients and provide client - oriented service.

        • Ability to identify client’s needs and match them to appropriate solutions.

        • Good analytical ability to compile, maintain and analyse data, prepare reports, and draw initial conclusions in support of work skills in developing sources for data collection.

        • Experience supervising more junior and/or less experienced members of the team is an added advantage.

          Languages: Fluency (level C) in English language.
