The Norwegian Refugee Council (NRC) is reinforcing its presence in North-East Ukraine and establishes an Area Office based in Kharkiv. The Area Office North - East (AONE) will become a new area office, scaled up from the current Kharkiv Field Office, and will start being operational in the first half of 2026. The Area Programme Manager will take an active part in this scale up. 

AONE will cover regions of Kharkiv and Sumy where current Field Office (FO) in Shostka will, in first half of 2026, structurally move to be under new Kharkiv AONE.   

The key sectors of intervention covered by the North-East area office will include Shelter, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, and emergency response through cash assistance.

 

The purpose of the Human Resources Officer position is the day-to-day implementation of the Human Resources and Admin-related responsibilities. The position holder will be implementing various matters related to talent acquisition, performance management, duty of care and operational HR activities in the area office.

Planned start date is February 2026. 

This position is open to candidates who have the legal right to work in Ukraine. Please note that we are unable to provide work permits or visa sponsorships for this position.
 

Generic responsibilities

Ensure adherence with NRC policies, tools, handbooks, and guidelinesImplement delegated Human Resources and Administration function portfolio according to the plan of actionPrepare and develop status reports as required by managementEnsure proper filing of documents according to the SSD policyPromote and share ideas for improvement of the support functionSupport in the implementation of Human Resources and administrative systems and procedures at the area levelSupport in recruitment of staff for Grade 01-05, introductions, training, and staff benefits schemes if requestedUpdate staff records at the area office and ensure it is filed appropriately and in compliance with NRC’s data protection obligations.

Specific responsibilities
 Support the roll-out of NRC’s Induction package for staff at the area level, ensuring completion of all mandatory training and tracking attendance.Responsible for maintaining accurate data in the HR database (People System, filing tree, excel database)Carrying out the hiring and resignation process in accordance with NRC procedures and Ukrainian legislationActing as the first point of contact for all Area employees’ requests regarding business trips, different types of leave, HR certificates, etc.Support the implementation of a capacity-building plan to train and develop staff.Support the implementation of contingent workers’ SoP at the area level, coordinating recruitment and contracting.Manage staff leave and absences, and share updated records with the HR CoordinatorMaintain paper and electronic records systematically in line with NRC’s standards, ensuring a clear, auditable trail.Support efficient management of office supplies and consumables.Ensure all NRC premises in the area are equipped and secured according to NRC policies and standards

Professional competencies
