Position: HR Manager

ACCOUNTABILITIES
Key relationships Headquarters Senior HR Officer, Human Resource Manager in SAMS Jordan office.
The Human Resource Manager is responsible for developing and implementing the human resource systems and processes in SAMS Turkey office. This includes recruitment, orientation, performance management, staff development, benefits and salary scale. These processes and systems will be aligned with SAMS organizational wide systems.
Strategic workforce management
· Ensure SAMS organizational policies and systems are the base for SAMS Turkey human resource policies and systems.
· Provide human resource metrics to country and headquarters leadership.
· Work with senior management to determine workforce needs, including staffing,
· Professional development, human resource policies.
· Ensure SAMS Turkey program human resource processes are in accordance with local labor laws.
· Ensure effective coordination with human resource managers from other NGOs in Turkey responding to the Syria crisis.
Recruitment and orientation
· Ensure each position has a job description.
· Design a sourcing strategy to identify qualified candidates.
· Manage the interview process with relevant supervisors.
· Ensure effective orientation processes for new hires.
Performance and professional development
· Develop and implement a performance management system.
· Ensure each position has performance objectives.
· Develop and implement a professional development system.
· Develop and implement retention strategies and initiatives.
· Advise supervisors in determining appropriate disciplinary plans of action.
· Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets local labor laws.
· Design reward systems beyond annual salary increases.
Office culture
· Promote and model a positive, professional and respectful office culture.
· Initiate team building initiatives.
· Ensure effective and positive transition for exiting employees.
· Ensure effective internal communications.
· Work with the country program leadership to resolve issues/conflict in the workplace in a professional manner.
Salary and benefits structure
· Annually review salary and benefit structure in relation to the market and make recommendations to the country director, senior operations manager and headquarters on proposed changes.
· Develop/refine salary increase system.
University degree in human resources or business management.
Minimum 3 years’ experience in human resource management including job description development, recruitment processes, performance management systems and salary and benefit package development.
