Role and responsibilities
The purpose of the Human Resources Coordinator (Employee Relations) is to implement the delegated Employee Relations, Learning and Development, Performance Management, and Staff Care related tasks and activities. The position holder will be responsible for supporting individual and organisational resilience through promoting and supporting line managers in providing a healthy, productive working environment, and will also implement and follow up on performance management and carry out performance-based discussions and fact-finding for minor behavioural breaches and poor performance in addition to learning and development activities.
Specific responsibilities
Focal point for Area Office HR staff on all areas of employment relations, Responsible for advising staff and following up on the performance management cycle, Accountable for ensuring accuracy and accurate data within the areas of responsibility, working closely with the HR Technical Officer. Line Management of the HR Technical Officer, ensuring regular documented 1:1s and completion of Goals and Performance plan. Participate when requested by the HR Manager in Performance fact-findings and follow up on minor Code of Conduct breaches, underperformance, and behavioral violations.Responsible for conducting regular meetings with NRC Staff Representatives and ensure that all recommendations either passed on to the Country Management Group or passed to relevant manager with recommendations. Coordinate with the Regional Office, Head Office, and other regional HR staff on staff care and other related topics for new ideas and initiatives, and to ensure standardisation across the region and meeting minimum standards.Accountable to ensure the HR Technical Officer prepares accurate payroll monthly, Responsible to design, deliver and update NRC Mandatory internal trainings periodically including Performance Management, Code of Conduct, NRC Way Lite, and others as needed in line with NRC Global StandardsResponsible to develop a system of evaluation for training and development initiatives, and document evaluation records while offering analysis and recommendations.Research and seek creative ways for effective transfer of skills within the organisation and introduce new approaches for staff development needs.Design and promote ways to learn and develop amongst staff that are not training related Design and deliver internal trainings on different topics as needed. Collates information from CO and AO HR staff on seminars and workshops attended by NRC Palestine staff on the national, regional, and global level, and ensure proper documentation and reporting; and follow up and take forward staff requests for external training sessions as per set policy.Participate in committees to identify providers for trainings and liaise with external institutes and centres for trainings provided and quotations as needed.Generic professional competencies:
Experience from working as a HR Coordinator or equivalent in a humanitarian/recovery contextPrevious experience from working in complex and volatile contextsDocumented results related to the position’s responsibilitiesKnowledge about own leadership skills/profile Fluency in English, both written and verbal
Context/ Specific skills, knowledge and experience:
Minimum 3 years of experience working in generalist HR with experience in staff care and L&DSignificant experience in strategic recruitment and implementing initiatives to attract candidatesSignificant experience advising or supporting change management processes Knowledge of Israeli and Palestinian Labour and Social Security lawsProven experience of analysing HR data and report writing, ensuring accurate dataWhat we Offer?

This position is Grade (07) Step (01). Salary & Benefits are based on Jerusalem Duty Station.
