.XPURPOSE OF POSITION
The International Agency for Research on Cancer (IARC) is the specialized cancer research agency of the World Health Organization. The objective of the IARC is to promote international collaboration in cancer research.
The role of Services to Science and Research branch (SSR) is to support the achievement of IARC’s scientific objectives through efficient and effective management of the Agency’s resources and provision of administrative services, ensuring accountable risk mitigation and implementing strategies to strengthen capacities and maximize IARC’s impact.
Human Resources Office (HRO) provides wide range of administrative support including:
1) Positions management and organizational structure.
2) Recruitment and selection.
3) Protocol, Visa and French Administration.
4) Onboarding, offboarding and orientation.
5) Contract management and succession planning.
6) Benefits and entitlements.
To provide wide range of administrative support service in the key Human Resources areas including but not limited to position and contract management as well as recruitment of various categories of staff. The incumbent also provides information and advice on the applicable benefits and entitlements in line with Staff Regulations and Rules, HR guidelines and procedural requirements.
DESCRIPTION OF DUTIES
Under the supervision of the HR Officer, the incumbent provides a wide range of administrative support and services to the designated branches within IARC in the delivery of the following HR administrative support services, s/he will perform a combination of the below duties:
1) Positions management and organizational structure
· Under the coordination of the HR Officer, draft and review post descriptions in consultation with hiring managers, utilizing generic templates whenever applicable.
· Liaise with hiring managers and budget assistants identifying projects and availability of funds for the requested posts.
· Assist with the initiation of workflows related to establishment, revision and/or abolishment of positions.
· Assist in preparation of post descriptions and terms of references and support in initial classification using the standard International Civil Service Commission (ICSC) portal and assign the proper Classification of Occupational Groups (CCOG) code(s).
· Assist the HR Officer in periodic organizational reviews across the agency.
2) Recruitment and selection:
· Conduct initial reviews of the PDs in line with standard requirements and recent IARC/WHO templates for GS and P posts.
· Draft and announce requisitions on IARC/WHO recruitment portal.
· Assist in the outreach and dissemination of vacancies.
· Conduct the preliminary screening of applicants.
· Coordinate the establishing of rosters across IARC.
· Process non-staff contracts such as consultants, APWs, WHO Service Agreements and evaluate the requests in line with established rules and regulations.
· Arrange necessary recruitment logistics including but not limited to on or offsite testing and interviews.
· Assist with the verification of applicants’ credentials, and finalization and clearance of administrative procedures.
3) Protocol, Visa and French Administration:
· Assist in issuing different types of attestations to staff members by utilizing the applicable templates.
· Support with preparation for the Ministry of Europe and Foreign Affairs for issuance, renewals and returns of the Titre de Sejour Speciale (TSS).
· Support new international hires with acquiring the proper visa type D-Pro MAE from the respective French consulates/embassies.
· Provide administrative formalities for the Caisse Allocations Familiales (CAF).
4) Onboarding and orientation:
· Coordinate medical clearance with IARC medical services.
· Draft offer letters and employment contracts by utilizing the existing and applicable templates.
· Liaise with receiving branch secretaries for the administrative briefing and guide the new hires on the briefing process whenever needed.
· Provide logistical support in the HR briefing sessions.
5) Contract management and succession planning:
· Establish and/or utilize existing tracking sheets to provide advance notice to managers of renewals and/or non-renewals of contracts.
· Process documents pertinent to contractual changes.
· Support in the coordination of upcoming retirements.
