1. Role and responsibilities
The HR / Admin Team Lead will be responsible for the day-to-day implementation of HR and Admin work at the Field Office level.
Generic responsibilities:
Implement NRC’s systems and procedures at the Area level. Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements. Prepare and submit reports and analyses. Ensure proper filing of all supporting documents. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC. Ensure adherence to NRC policies and the national labor law in all processes and procedures. Advice in personnel conflicts/processes when relevant. Coordinate with relevant partners, suppliers, authorities, lawyers etc.Specific responsibilities:
Ensure timely implementation of HR activities and dissemination of HR SOPs and policies at the Field office. Participate in a full cycle of staff recruitment. Ensure recruitments at the Field office are processed and tracked as per NRC procedures and SOPs. Ensure that onboarding, inductions, performance management and exit procedures are implemented for аІІ staff at the Field office. Ensure staff data is maintained accurately and timely in all NRC files (online and hard copies). Ensure record of timesheets and overtimes is kept correctly. Prepare periodic HR reports (Recruitment tracker, access system, leaves balance). Ensure national staff benefits including leave and health insurance are processed and tracked as per NRC procedures. Advice and support line managers and staff with personnel queries in line with NRC SOPs and HR policies. Support line managers in procedures and provide the required HR training. Supervise management of lease agreements in Chernihiv oblast with relevant authorities, suppliers and mobilizers. Supervise organization of events and meetings in Chernihiv oblast. Organize welcome service for new staff and visitors to Field Office (make sure proper information is passed and Welcome packages are updated and shared with staff and visitors). Manage the Field level HR / Admin team. Any other duties that will be assigned by the line manager.2. Competencies
Professional competencies:
Bachelor’s degree in relevant field. Minimum 2 years of experience working in a humanitarian organization. Previous experience from working in complex and volatile contexts. Good in English.Behavioral competencies:
