The purpose of the Public Housing Technical Officer position is to implement the public housing portfolio within the Housing Institute. The role involves the review and assessment of existing housing programs, development and execution of new public housing programs, ensuring alignment with national policies and an area-based approach, with a particular focus on the needs of internally displaced persons (IDPs), conflict-affected persons, and other vulnerable groups.

Generic Responsibilities:

Adhere to NRC policies, guidance, and procedures, and be aware of NRC global and regional strategies.Development of public housing strategies, project proposals, and provide input on needs and gaps.Implement of the delegated portfolio of public housing projects, ensuring high technical quality and compliance with donor requirements.Provide regular progress updates to the Public Housing Coordinator.Implement projects based on the criteria identified by the Coordinator, ensuring that beneficiaries most in need of assistance are prioritized. Assist in exploring and assessing new ways to improve support.Contact with relevant central executive and local authorities and other key stakeholders in the public housing sector as needed.Promotion of the rights of IDPs and returnees in line with the advocacy strategy.

Specific Responsibilities:

Identification and follow-up of public housing projects, ensuring alignment with national housing policies and adherence to project cycles. Monitor implementation progress.Development and maintenance of a public housing database, ensuring accuracy, and contributing to communication with relevant stakeholders. Monitor data consistency and report any discrepancies.Provide housing needs assessments and related analysis among IDPs, people affected by the war, and other vulnerable groups. Follow up on assessment results to ensure proper integration into project planning and implementation.Development of reports and support the implementation of public housing awareness campaigns on housing rights, ensuring key messages align with project objectives and follow-up on campaign impact.Provide technical support for stakeholders (government) in the development of policies and regulations related to public housing, ensuring they are properly implemented.Organizing workshops, training programs, other initiatives for stakeholders at various levels, and follow up on post-training outcomes to ensure effectiveness and continuous learning.

Generic professional competencies for this position:

Knowledge of Ukrainian legislation on social and affordable housing.Fluency in English and Ukrainian, both written and verbal.Strong computer skills, including proficiency in Word, Excel, PowerPoint, Canva, and other relevant tools.

Context-Related Skills, Knowledge, and Experience:

Knowledge of the housing and social protection context in Ukraine.Experience in organizing presentations, workshops, and awareness-raising sessions.Experience in developing and managing databases, preferably related to housing or social services.Strong analytical skills and the ability to work with information systems.
