Answer the hotline of the concerned projects, register the collected information, manage referrals through RIMS and internal requests to ACF departments, follow up of the actions to be taken, operate and maintain the FCM database.

The officer has to support the implementation and monitoring of the data management aspects of the projects as per request of his/her direct manager.

In addition, the hotline officer may be asked to Support the Monitoring, Evaluation, Accountability and Learning (MEAL) Unit in Action Against Hunger’s Beirut Base in Lebanon. Carry out field data gathering at different levels (household, informal tented settlement, municipality) to support the continuous Action Against Hunger MEAL covering different sectors (Vulnerability Verification; Food Security and Livelihoods; Water, Sanitation and Hygiene). Conduct ad hoc assessment interviews at different levels according to the request from the direct supervisor and following new arrival trends and program impact assessment needs. Conduct focus groups discussions and any other studies, assessments and data gathering efforts as per request of Action Against Hunger staff.

Support data entry and reporting efforts if needed, and contribute to the overall implementation of assessment, monitoring, and evaluation activities.

Support data analysis and quality checking needs that may arise.

Objective 1: Responsible of all the projects Hotline and referrals (60%)

  • Follow the protocols for the good use of the hotline
  • Respond to hotline calls and ensure systematic and quality recording of hotline calls
  • Ensure a good service to the people calling.
  • Refer the information to the department/organization responsible
  • Follow up on actions taken regarding the call received
  • Ensure hotline is open for calls between pre-determined operational hours
  • Translate data from Arabic into English in FCM tracker
  • Ensure good coordination and communication with other project staff, specifically with the FSL department

Objective 2: Conducting Data collection as needed (10%)

  • Conducting confidential data collection activities using a tablet/other tools.
  • Ensuring that all data captured is always kept physically secure.
  • Make the necessary arrangements before the assessment (call group participants, check access to areas, set times, check availability, etc.)
  • Support the logistics staff (drivers) the location of new places, households, and interviews
  • Look for suitable places to conduct the interview when there are specific needs to bear in mind (privacy, confidentiality of information, etc.)
  • Conduct ad hoc assessment interviews at different levels according to the request from the direct supervisor and following new arrival trends and program impact assessment needs.
  • Conduct focus groups discussions and any other studies, assessments and data gathering efforts as per request of Action Against Hunger staff

Objective 3: Manage referrals through RIMS platform (15%)

  • Manage outgoing referrals in the RIMS database including entering bio data, updating statuses
  • Follow up with responding agency for referrals to close cases
  • Support technical team as needed in managing referrals
  • Cross check and ensure data quality before uploading it into the database
  • Support the operation of the database for data output ensuring regular updates and report of figures and statistics from the referrals
  • Ensure confidentiality and security of the database and files
  • Export and adapt data collection tools into existing data collection platforms
  • Carry out Data entry, data cleaning and reporting of collected data.

Objective 4: Accountability (10%)

  • Maintain regular contact with beneficiaries, community leaders, municipality representatives and other (I)NGOs, inviting them to participate in monitoring and assessment processes and sharing the results with them
  • Inform target beneficiaries of their rights, the intended results and impact of the project, the monitoring and evaluation processes, and the feedback and complaints Mechanism of ACF International.
  • Support the feedback mechanism officer in case it is needed

Objective 5: Learning (5%)

  • Assist the project team and partners in documenting lessons learnt
  • Support the implementation of reviews and learning events at project locations if it is needed.

Objective 6: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 7: To support other humanitarian activities of Action Against Hunger

  • To support the emergency interventions of Action Against Hunger, as per the employee’s competences
  • To support any activity that helps reaching Action Against Hunger humanitarian goals, as per the employee’s abilities
  • Promote gender equality within the humanitarian and/or development work

Training/ Education:

  • University degree (BA in Social Fields or any related field)

Technical specific knowledge:

  • Previous experience in managing data collected through Android device
  • Good knowledge of the region (Beirut)
  • Initiative, organize, availability/learning capacity
  • Good understanding and knowledge of the humanitarian principles
  • Agrees with the principles, charter and objectives of Action Against Hunger.

Previous experience:

  • Experience of min one year in the field of Database Management.
  • Previous relevant experience with the hardware/software components mentioned in the present Job Description (Excel, ODK/GRASP, NAS, tablets and GIS)
  • Previous experience working with NGO at least one year of related previous professional experience
  • Previous field experience in assessments, data gathering, interviews and information triangulation/verification would be an asset
  • Previous experience conducting focus group discussion would be an asset Desirable: knowledge in any of the following field: Food Security and Livelihoods, Cash for Work, WASH

Humanitarian sector knowledge:

  • Ability to work as part of a team, interpersonal qualities and diplomacy
  • Communication skills to interact with refugees and vulnerable population
  • Good organizational skills, serious and rigorous

Languages:

  • Able to work in BOTH Arabic and English (spoken, written and read)
