Organizational Background
The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.
Organizational Setting
This position is located in the On-Site Inspection Division (OSI). The On-Site Inspection (OSI) Division develops operational capabilities to undertake inspections in line with the provisions of the CTBT. After the treaty enters into force, an on-site inspection (OSI) is launched to establish whether or not a nuclear explosion has been carried out. During such an inspection, facts might also be gathered to identify a possible violator of the Treaty. It thus constitutes the final verification measure under the CTBT.

Duties and Responsibilities
- Support the continued establishment of an On-Site Inspection Division (OSI) work health and safety environment in which risks are actively managed, and in which there is prompt and effective response to incidents or illness;
- Review and analyze information to identify health and safety issues, including processes involved;
- Assure that the OSI Division is aware of, and complies with, all legislation in relation to the use of its premises, equipment and substances, as well as in all OSI activities;
- Using system engineering approach, develop, implement and maintain OSI Health and Safety concepts and health and safety policy and program for OSI, aimed at control of identified hazards to acceptable levels of risk (including fire, radiation and other safety issues);
- Prepare and incorporate health and safety planning, briefings/debriefings, availability for consultations before/during/following conduct of the OSI-specific trainings, tests and exercises;
- Identify, acquire and maintain required medical/health and safety/personal protective equipment and instrumentation, and pharmaceuticals for the planned activities and tasks; provide advice and assistance regarding health and safety aspects of equipment;
- Develop and/or enhance ways of conducting activities from a health and safety perspective, incorporate the principles of risk management into all applicable OSI activities;
- Develop, review and maintain policy and procedural documentation to guide implementation of the OSI health and safety policy, ensuring ready availability of current health and safety documentation;
- Implement incident prevention initiatives, take part in incidents, investigations and unsafe working conditions; study possible causes and implement recommendations to prevent recurrence;
- Promote occupational health and safety across the PTS by serving as a health and safety focal point in coordination with other divisional focal points;
- Maintain contact and co-operate with relevant international organizations regarding radiation safety issues (e.g. IAEA) and general health and safety issues (WHO, VIC Medical Services);
- Maintain and update relevant medical and health and safety databases of the Operations Support Centre and Databank relevant to the needs of OSI, collate and provide health and safety information on request;
- Support continuous knowledge and skills development needed to work with minimized risk; contribute to the development of training programs aimed at showing health and safety proficiency standards relevant to work for OSI and other PTS staff, if required; when required, conduct specialized health and safety training;
- Provide health and safety support, first aid and emergency assistance during OSI day-to-day work and training activities;
- Participate in OSI trainings, tests and exercises both at headquarters or in the field, which could be in remote areas, on short notice, and, if necessary, for lengthy periods;
- Contribute to the implementation of lessons learned from field exercises and training activities in the area of health and safety;
- Perform other duties as assigned.
Education
University degree in occupational safety, safety engineering, safety management, medicine, science of nursing, labor protection, occupational hygiene, environmental management or a related field.
Work Experience and Qualifications
- At least five years of relevant working experience in the health and safety field, part of which should have been in an international environment;
- Detailed knowledge of the interpretation of local, and international occupational health and safety and radiation safety regulations, guidelines, standards and norms;
- Detailed knowledge of, and skill in applying, radiation safety, detection, monitoring and decontamination procedures and methods and instrumentation related to radiation safety;
- Stress resistance and proven work ability in emergency situations;
- Additional Paramedic/Medical Nurse/Emergency medical assistant experience is highly desirable;
- Demonstrated ability to collect, organize, analyze, process and report qualitative and quantitative data;
- Proficiency in computer skills, solid knowledge of MS Office products, database applications and their use.
Languages
Excellent written and oral communication skills in English are essential; Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
