What we are looking for
NRC Palestine is looking for a Head of Support who will be tasked with ensuring all support functions are providing high quality and efficient support programme implementation. Additionally, they will provide strategic direction and oversight of all support functions to enable smooth transition and effective program implementation in the new set-up. If you are a passionate, seasoned leader with extensive experience in managing support functions in complex, challenging and rapidly changing contexts then this is the role for you.

What you will do
The role will have some of the following responsibilities:
Line management for support managers such as Finance, HR & Admin and Logistics, ICT manager, PSS Advisor.
Member of the Country Management Group (CMG).
Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements.
Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action .
Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans.
Responsible for ensuring quality and timely support to project implementation.
Facilitate the Master Support Budget, country level budgets and BPO development, including assess and monitor costs and resource allocation needs.
Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation.
Responsible for development of new country specific technical SOPs, guidelines and tools.
Responsible for organisational learning related to programme support.
Responsible for technical capacity building of support staff.

What you will bring
Minimum 5 years of experience in operational support function in a humanitarian/ recovery context, with a minimum of 2 years in a senior manager role, similar to Head of Support.
Proven experience and fluency in NRC’s systems and processes.
Proven leadership experience in managing multi-disciplinary support teams.
Strong financial and budget management skills.
Experience in HR management, procurement, and logistics in complex environments.
Familiarity with auditing and compliance procedures
Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
Detail-oriented with a high level of accuracy and integrity.
Critical thinking with a constructive approach to problem-solving.
Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
Excellent analytical skills with the ability to interpret financial data and trends.
Ability to work under pressure and adapt to rapidly changing environments.
Fluency in English, both written and verbal.
What we offer:
Duty station: Jerusalem (Work location Amman).
This role is open to internal NRC staff only.
Travel: Approximately 25% to areas of operation.
Salary/benefits: Grade 11 on NRC’s salary scale.
