Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Graduation from a recognized police training school or a relevant university degree in a related field; law, security studies or political science Senior police administration courses on operational leadership, contingency planning, human resources management and general police management

Experience:

Minimum 20 years of diversified and progressively responsible professional police experience including at least 3 years at the management level relevant to the actual position Regular, active police service experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

Senior strategic management experience in the field of security sector; Proven relevant experience in reform processes concerning security sector reform at the national or international level; Experience in programme and personnel management, including of professional staff, as well as in administration and budget procedures; Experience in policy formulation, project/programme management, co-operation and co-ordination with donors and implementing agencies; Very good oral and written English communication skills; Negotiating and interpersonal skills; Knowledge of International Police Standards and human rights; Ability to read and utilise maps; Ability to perform first aid; Ability to operate Windows applications including word-processing and e-mail; Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and diverse views, while maintaining impartiality and objectivity; Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Desirable:

Previous professional liaison experience with both law enforcement agencies and civilian organizations/services; Knowledge of OSCE structures, institutions and field activities.

Tasks and Responsibilities

Under the supervision of the Head of Mission (HoM) and Deputy Head of Mission (DHoM), and in accordance with the mandate of the OSCE Mission to Serbia, the Head of Security Co-operation is responsible for the management of the Mission's security co-operation programme in relation to policy formulation, strategic development, planning and reporting. Specifically, the Head of Security Co-operation is responsible for:

Managing the Mission's Security Co-operation Department, including its constituent units (Comprehensive Security, Community Policing and Organized Crime) in relation to all aspects of management, programming, staffing and administration; Leading the development, implementation and evaluation of relevant strategies, policies and methodologies, and overseeing annual and strategic planning, including all budgetary and extra-budgetary programmes and projects; Providing advice and assistance to relevant ministries and other institutions and ensuring a sustainable approach to the security sector reform process; Representing the HoM and DHoM in contacts with senior government officials, representatives of international organizations, diplomatic community and civil society on all matters falling under the competencies of the Department; Leading and managing 2 international and 17 national mission members as either first- or second-level supervisor; Reviewing the Department's capacity, recommending appropriate modifications to achieve a sustainable security sector reform, and adjusting/streamlining the Department's priorities, activities and staffing accordingly; Overseeing and managing the reporting, publications and public outreach initiatives; Representing the Department, delivering speeches, attending conferences and giving presentations; Liaising with the OSCE Secretariat and Institutions specialized offices/units on all matters of relevance for the Department; Performing other duties as assigned.
