Furthermore, this level of responsibility requires the following:
Education:
Advanced education/certified training course in relevant field. Second-level university degree in management is an asset
Experience:
Minimum 10 years relevant, diversified and progressively responsible professional experience in the field of rule of law and human rights, including at least 5 years at the management level relevant to the actual position

Mandatory:
Experience in judicial and legal reform, criminal justice, human rights, anti-corruption/anti-money laundering or a related field in an international environment or a field mission Senior management experience in the field of rule of law Familiarity with change management, quality control and audit/review in the field of rule of law Proven relevant experience in reform processes and capacity building of institutions concerning justice and rule of law at the national and international level Operational experience in programme and personnel management, including of professional staff, as well as in administration and budget procedures Professional fluency in the English language, both oral and written Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and diverse views, while maintaining impartiality and objectivity Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities Ability to operate Windows applications including word-processing and e-mailDesirable:
Knowledge of the historical and political situation in Serbia and South-Eastern Europe Knowledge of the legal system of the Mission area Knowledge of OSCE structures, institutions and field activitiesTasks and Responsibilities
Under the supervision of the Head of Mission (HoM) and Deputy Head of Mission (DHoM), and in accordance with the mandate of the OSCE Mission to Serbia, the Head of Rule of Law and Human Rights is responsible for the management of the Mission's rule of law and human rights programme in relation to policy formulation, strategic development, planning and reporting. Specifically, the Head of Rule of Law and Human Rights is responsible for:
Holding responsibility for the Mission's Rule of Law and Human Rights Department, including its constituent units (Judicial and Legal Reform, Human Rights and Criminal Justice, and Economic Crime and Anti-corruption) in relation to all aspects of management, programming, staffing and administration; Leading the development, implementation and evaluation of relevant strategies, policies and methodologies, oversees annual and strategic planning, including all budgetary and extra-budgetary programmes and projects; Providing advice and assistance to the Serbian Ministry of Justice and other institutions, including the judiciary, prosecutors and bar associations, and ensures a sustainable approach to the rule of law process; Acting as the representative of the HoM and DHoM for contacts with senior government officials, representatives of international organizations, diplomatic community and civil society on all matters falling under the competencies of the Department; Reviewing the Department's capacity, recommending appropriate modifications to achieve sustainable rule of law reform, and adjusting/streamlining the Department's priorities, activities and staffing accordingly; Identifying risks in all areas falling under the Department's competencies and developing mitigating measures and early warning mechanisms; Overseeing and clearing relevant reporting, publications and public outreach initiatives; Supervising the chiefs of units and acting as the second-level supervisor for other staff in the Department; Representing the Department, delivering speeches, attending conferences and giving presentations; Liaising with the OSCE Institutions and Secretariat specialized offices/units on all matters of relevance for the Department; Performing other duties as assigned.For more detailed information on the structure and work of the OSCE Mission to Serbia, please see http://www.osce.org/mission-to-serbia
