Organizational Context and Scope
Under the direct supervision of the Chief, Integrated Talent Management Unit, the administrative supervision of the Chief, Manila Human Resources Operations and Administrative Services (MHRO), and close coordination with the Department of Human Resources (DHR) at Headquarters as well as Panama Administrative Centre (PAC), the Head of Recruitment Unit (Talent Acquisition) will be responsible and accountable for managing the global recruitment functions for staff in the Professional category worldwide and General Service at Headquarters.
Manage and monitor the global recruitment functions in accordance with the Organization’s policies, instructions and guidelines and ensure compliance.Supervise the Recruitment Team, including its regional desks. Establish and strengthen an effective and efficient recruitment and selection system and delivery.Create or enable innovative recruitment strategies, techniques and technologies (incl artificial intelligence) to identify, engage and hire qualified candidates.Ensure proactive outreach, including social media to reach more targeted and diverse audiences. Apply data analytics to better understand the target audience’s needs and create more precise recruitment campaigns. Provide regular data analytics to assess results of campaigns to address gaps and meet organizational priorities.Assess future talent requirements aligned with business goals, identifying optimal talent sources and executing recruitment strategies. Build talent pipelines to support ongoing and future hiring needs. Ensure consistency, fairness and transparency in the application/implementation of recruitment and HR policies organization wide.Supervise the development and roll out of talent pools and surge rostersManage the review and monitoring of the performance of the online recruitment system, collection of feedback from users and lead compilation of business requirements for ensuring necessary enhancement of the system in coordination with the Department of Information and Communications Technology. Contribute to overall HR plans, strategy and objectives and suggest recommendations for improvement in HR processes and policies.Contribute to the overall HR risk management and develop the risk matrix for global recruitment activities.Maintain and regularly update the business continuity plan for the Recruitment Unit in coordination with other MHRO Units and DHR, PAC. Provide advice and coaching to senior and hiring managers to ensure that HR operations best meet the staffing needs in line with the organization’s policies and guidelines. Provides advice and support to managers and staff on recruitment and selection matters.Define clear quality control standards and benchmarks for accuracy, timeliness, compliance with policies and regulations, and customer satisfaction. Build capacity for recruitment and provide Country Office support.Perform such other duties as may be assigned.EDUCATION
• Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution with seven years of relevant professional experience; or,
• University degree in the above fields with nine years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
• Working experience in administration and all facets of HR, Talent acquisition, talent management, staff development, performance management, administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations and development of HR guidelines;
• Previous working experience in an international organization is an advantage; and,
• Experience with Oracle is an advantage.
SKILLS
• Ability to prepare clear and concise reports;
• Good knowledge of MS Office suite and ERP Systems;
• Familiarity with the UN common system or similar systems is an advantage; and,
• A high degree of proven innovation and computer literacy is required.
LANGUAGE
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, and Spanish) is an advantage.
