The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategic individual to take up the exciting role of Head of Programme Support Unit (HoPSU). The postholder leads the Programme Support Unit, which is part of the Programme department and is composed of the Monitoring, Evaluation and Learning team (which currently includes management of the Community Feedback Mechanism), the Grants & Partnerships team and four Project Managers, two of whom hold hybrid Advisor positions (for Cash & Vouchers and Emergency Response). Based in NRC’s coordination office in Bogotá, the position covers the whole Colombia, Ecuador and Panama operation. The HoPSU contributes to programme quality, strategy implementation and the improvement of key programmatic processes by overseeing the development of strong proposals in line with the operation’s priorities, promoting the analysis and dissemination of key data for evidence-based decision making and learning, fostering the smooth implementation of key projects for the operation (including two large consortia) as per Project Cycle Management guidelines and supporting the development of technical guidelines pertaining to components within the Programme Support Unit.
What you will do
Contribute to the design, updating and implementation of the operation’s country strategy, in particular regarding components pertaining to the Programme Support Unit. Promote evidence-based decision making through the regular analysis of key programme support data (in particular MEL and CFM) to be shared with programme teams and the Country Management Group (CMG). Foster quality improvement in programming by promoting learning within the operation with the support of MEL teams, in particular through the systematic gathering and implementation of lessons learnt across Core Competences (CCs), Area Offices and projects. Contribute to quality, timely programming by overseeing project implementation for 5 strategic projects (including two consortia), supporting Project Managers with decision making, problem-solving, donor relations, internal coordination, exit strategies and day-to day project management. Monitor budget coverage and expenditure for the Programme Support Unit and contribute to decision-making for optimal budgeting and spending, avoiding and/or mitigating under and over-spending.

What you will bring
University degree in Project Management, Development Studies, Social science, or the equivalent
Minimum 5 years’ experience in a senior humanitarian position within programme teams, with line management/leadership and coordination responsibilities
Experience in project management/supervision – in particular experience working on consortia is an asset
Strong experience with donor relations
Experience working with MEL systems and approaches, as well as accountability mechanisms and frameworks
Experience managing partnerships
Strong capacities in quality proposal design and writing
Experience working in complex, humanitarian and volatile contexts
Experience with/skills in managing performance/non-performance
Knowledge of the context in Latin America, in particular Colombia, Ecuador and/or Panama
Knowledge of donor landscape, priorities and conditions, in particular BHA, ECHO, SDC, NMFA, SIDA, UN agencies
Experience working in large, complex integrated programmes
Experience/skills in providing remote support
Fluency in English and Spanish, both written and verbal What we offer
