Description

Purpose of the job: To implement and maintain the Bank's Compensation and Benefits policies and instruments, and to oversee the Bank's payroll function. To provide senior management with information regarding compensation, benefits and position plan developments. To advise line managers and staff on matters related to compensation and benefits. To cooperate with other HR areas such as Staffing and HR Business Partnering in policy formulation and collaboratively address general HR matters. As a member of HR management, contribute to the design and implementation of the Bank's HR strategy.

Principal accountabilities: 1. Management of the Bank's compensation policy

  • Closely monitor and analyse developments in comparator organisations, in the private sector as well as central banks and IFIs. As appropriate, formulate proposals for new policies, or for policy changes, in the compensation area. Undertake comparative surveys of the Bank's salary structure at regular intervals. Monitor salary developments in the key areas of the Bank to ensure continued competitiveness. Manage the annual salary increase process. Liaise with the Staffing Manager in proposing salary levels for new staff.

2. Management of the Bank's benefit programmes

  • Monitor the Bank's benefit programmes, regularly comparing them with benefit packages granted by comparator organisations. As appropriate, develop policy proposals regarding the Bank's benefits. With regard to pension benefits, liaise with the Bank's actuaries for pension system evaluations and changes. With respect to health and accident insurance, liaise with the health insurance providers and negotiate the contractual arrangements.

3. Supervision of payroll and benefits administration

  • Oversee the proper functioning of the monthly payroll and the Bank's main benefits schemes. Ensure policy changes are correctly implemented.

4. Remuneration budget and position plan

  • Develop the remuneration and position plan budget each financial year. Ensure monthly monitoring of the actual salary and related expenditures, and analyse developments in these key budgetary measures. Ensure that the position plan is up to date. Provide the secretariat of the Job Evaluation Committee, including by making preliminary evaluations and providing the Committee with other relevant information.

5. Management information

  • Oversee the development and provision of senior management reporting regarding compensation, benefits and position plan developments. Manage the preparation of reports highlighting and explaining key developments in staff-related budgetary expenditures. Cooperate with the Finance Section in producing semiannual reports to the Board, or its Committees, regarding developments in the staff remuneration budget.

6. Advisory

  • Proactively advise line managers and staff regarding compensation and benefits matters. Cooperate with HR management and other HR professionals in discussing and implementing HR strategy. Contribute to overall HR activities. Assist the Head of HR in matters related to the activities of the Pension Fund Committee.

7. Leadership

  • Leads, motivates, develops and manages the performance of staff. Ensures an efficient flow of work in the area of responsibility.

Qualifications, experience and skills:

  • University degree at Masters level or equivalent work experience
  • Minimum of eight years' Compensation and Benefits experience working within a financial sector blue-chip environment, preferably with previous exposure to international organisations
  • Proven track-record in supporting the achievement of corporate business objectives through the management of all elements of employee compensation and reward
  • Extensive experience in analysing, formulating and presenting C&B information to senior management. Wide knowledge of various approaches and recent trends within the realm of compensation and reward
  • Exposure to managing job evaluation processes (Hay methodology)
  • Energetic and proactive attitude. Strong negotiation and mediating skills. Ability to work under pressure. Multi-culturally adept. Ability to work across all hierarchical levels. Strong managerial and leadership skills
  • Excellent drafting and communication skills in English
