The Norwegian Refugee Council (NRC) is seeking an experienced and strategic Global Project Manager – Market Analysis 

NRC provides life-saving support to displaced populations in over 35 countries through services such as shelter, clean water, legal aid, and education. Our goal is to apply market-based programming to foster the routine use of cash and voucher assistance (CVA) where it is the most appropriate modality, using the highest possible technical standards for evidence-based decision making. A key component of this effort is the integration of market analysis to assess the feasibility of both CVA and the localisation of procurement - referred to as “Type 1” market analysis - as a core function within NRC Supply Chain. This initiative directly supports Sub-Objective 1: Quality, Accountability and Learning of NRC’s Global Strategy 2022–2026. Launched in 2020, the change management process has focused on developing tools, building staff capacity, and providing targeted support to country programmes.

Central to this effort is the Global Project Manager – Market Analysis, who leads this function, ensuring quality, relevance, and alignment with NRC’s goals. The role involves shaping policy and strategy, change management, fundraising, promoting cross-organisational learning, and strengthening external partnerships, all while collaborating across NRC’s technical areas to identify gaps and drive informed, impactful humanitarian interventions.

What you will do:

Project Development and Management

  • Responsible for identifying and articulating project opportunities linked to the development area. Accountable for the management of these projects, including progress, budgets, spending and donor reporting.
  • Project management (20%) of 23-month ECHO funded project “Transforming Humanitarian Supply Chain – Market Analysis”. Assuming overall management and responsibility for the implementation of the action. Responsible to lead on the selection, engagement and collaboration with the coordination mechanisms involved in the project implementation, building on the foundations laid. Validate all outputs/deliverables of the project, and act as main point of contact for representatives of the coordination mechanisms.
  • Support the implementation of the 2022-2026 NRC Global Strategy, with a particular focus on strengthening evidence-based decision making. Quarterly project reporting under SO1 Quality Accountability and Learning, and to the Project Steering Committee. 

    Policies, strategies and technical support 

    • Contribute to the development of policies and strategies relevant to Type 1 market analysis
    • Responsible for further development of Type 1 market analysis in NRC and its adoption in close cooperation with country office, CCs and thematic areas. 
    • Responsible for the provision of support and capacity building along the technical reporting lines (to ROs and COs) on Type 1 market analysis 
    • Lead and support the development, revision and adaptation of tools and methodologies related to Type 1 market analysis. 

      Learning and information sharing 

      • Responsible for the compilation of learning from evaluations, organisational pilots and across the regions. 
      • Responsible for the institutionalisation and dissemination of best practices and learning related to Type 1 market analysis 
      • Supporting market analysis training facilitation as needed.

        Advocacy, Networking and Representation 

        • Responsible for the networking and representation of NRC at strategic level ensuring NRC’s access to global policy debates in relation to Type 1 market analysis/supply chain planning and within field of Market-Based Programming, upholding and promoting the perceptions and reputation of NRC. 
        • Responsible for identification, development and maintenance of relationships with relevant stakeholders (e.g. donors, UN agencies, NGOs, research and educational institutions, private sector) related to market analysis and localisation. Ensure that NRC is well placed within the wider sector including presenting NRC’s work and position NRC in the major debates and leading advocacy initiatives linked to the development area.
        • Contribute to the identification, prioritisation, development and documentation of advocacy issues related to Type 1 market analysis, supply chain in programme design and localisation. 
        • Engage with external working groups and other stakeholders to represent NRC’s work on market analysis and contribute to the development of better practices in the sector and bring in outside ideas to NRC.

          What you will bring:

          • Educational (MA level or equivalent) and professional knowledge in International Development Studies, Humanitarian Action or Global Political Economy
          • Minimum 5 years of relevant humanitarian/development working experience
          • Demonstrated ability in planning, organising and implementing projects/initiatives
          • Advanced people management and communication skills
          • Fluency in English, both written and verbal 
          • Fluency in Arabic, French or Spanish is an added asset
          • Proven record of accomplishment in full cycle project management (proposal development, piloting, project implementation, final report) 
          • Ability to line manage staff
          • Managing staff/contractors/consultants related to the projects they are responsible for.
          • Budget management
          • Experience in developing organisational tools for improving efficiency and driving value for money
          • Proven ability and experience of working with strategy development and implementation
          • Demonstrated ability and experience in academic research
          • Experience in representing the department/organisation in internal and/or external forums
          • Creative thinking and a holistic approach
          • Experience in PROSCI Change Management or equivalent is an added asset

            What we offer:

            • Duty station: Any country where NRC has an operational presence (Except Geneva & Washington DC), or through an Employer of Record (EoR) arrangement in France, Italy, Denmark, Finland, Spain, or the Netherlands.   
            • Contract: 6-9 months, fixed term, from Mid Aug 2025.     
            • Travel: 30%.
            • Salary/benefits: grade 9 on NRC’s National salary scale, with accompanying terms and conditions.
