What we are looking for:
Join NRC as the Global Specialist Food Security (FS)! You’ll shape and implement FS standards, tools, and guidance across our operations as the organization’s lead expert. As we phase out the LFS Core Competency, you'll ensure quality delivery of existing grants and a responsible exit, while pioneering the use of market-based emergency food security programming. This is an innovative and high-impact role working closely with country and regional teams worldwide.
What you will do:
- Policy, Strategy and Programme Development
- Responsible for ensuring compliance and adherence to NRC policies, guidance and procedures in relation to Food Security, and a specific responsibility for the function’s policies and procedures.
- Responsible for supporting the development of country/regional implementation plans in line with global policies and global and regional strategies.
- Work within the Global Programme Section to contribute to specific areas of innovation and development, including piloting and learning from experiences at the country office and regional level.
- Technical development, support, and capacity building
- Responsible for providing support to colleagues with FS responsibilities, including induction and coaching of new staff to ensure they meet NRC’s standards.
- Provide direct support to COs and ROs through various modalities, including help desk services, a community of practice, and online platforms, ensuring the dissemination of timely technical guidance, knowledge sharing, training and peer learning opportunities.
- Keep informed on innovation insights and analysis related to emergency food markets and livelihoods support, and ensure it is reflected in the pilot.
- Quality standards, data use and learning
- Provide strategic advice, technical support, and capacity building to Country and Regional Offices to ensure quality FS programming, including Safe and Inclusive Programming.
- Support and monitor compliance with the Response Policy and ensure quality oversight of core competency-related MEL.
- Promote and document learning activities, contributing to evaluations, and disseminating sector specific learning and good practices related to FS at all levels
- Networking and representation
- Responsible for identification, development and maintenance of relationships with relevant external stakeholders related to FS.
- Provide support to ROs and COs on the quality implementation of remaining grants.
- Provide support to ROs and COs on the responsible exit of FS programming.
- Pilot the integration of emergency food markets and livelihoods support under Cash & Market Systems.

What you will bring:
- Minimum 6 years of relevant professional experience in a similar position within the humanitarian field.
- Proven experience in directly supporting Country Offices, providing technical assistance, capacity building, and field-level engagement in complex and volatile contexts across different NRC regions. Experience must include substantial time spent in Country Offices.
- In-depth knowledge of and experience in FS, including market-based approaches for FS.
- Proven experience in programme quality and strategic approaches to programme development.
- Experience of developing practical tools and resources.
- Experience of programme quality assessments, programme development and delivery.
- Experience of delivering learning and development as part of quality improvement and capacity building.
- Willingness to travel to high-risk COs (including area offices and field offices).
- Willingness to keep HEAT training valid.
- Fluency in English, both written and verbal. Knowledge of Arabic, French or Spanish is considered a strong advantage.
- Understanding of and commitment to organisational learning, and the role and contribution of Monitoring, Evaluation and Learning to quality management and development.
- Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including capacity building.
- Experience with emergency food markets and livelihoods support.
