GIS Analyst- Local Individual Contractor (G7 equivalent) - Mid-Level Support

General Background of Project or Assignment:
El Salvador is a country of origin, transit, and destination for people in human mobility circumstances. In recent years, violence, persecution, or instability in many countries in the region has caused a massive displacement of people in search of safety.

As of December 2023, Salvador hosts almost 90,000 internally displace persons and have assisted more than 300,000 people of concern at risk of displacement within the country. In addition, according to official data, more than 100,000 people from Ecuador, Brasil, India,Turkey, and other countries have arrived to El Salvador to move to other countries in the north of the continent. Given the visa restrictions, UNHCR presumes that most must have crossed El Salvador on their way north.

In this complex context, the ability to have up-to-date information, including georeferenced information and reliable Geographic Information Systems (GIS), is vitally important to guide decision-making, prioritize limited resources where they are most needed, and ensure the effective delivery of services.

The UNHCR Data Transformation Strategy 2020-2025, envisions that by 2025 UNHCR will become a trusted leader in data and information related to refugees and other persons of concern, thereby enabling actions to protect and empower persons of concern. Under this Strategy, UNHCR El Salvador is seeking to hire a Geographic Information Systems Analyst to develop its GIS capacities, improve map production, and foster its Information Management (IM) staff capacities.

Overall Purpose and Scope of Assignment:

The Associate IM Officer will supervise the incumbent, and he/she will receive functional guidance and support from other units. The person will work closely with the Shelter Unit, since the final product aims to support the Shelter Sector.

The GIS Analyst will assist in building an insightful geographic information product and developing GIS infrastructure for UNHCR El Salvador to collect and display geo data for various purposes using ArcGIS infrastructure and other tools agree by the organization. The GIS Analyst will be perfoming the following task:

The incumbent will deliver training to strengthen the knowledge of GIS in close collaboration with the IM team and the Shelter unit.

Support the collection, storage, management and protection of geodata.

Identify map information gaps and suggest cost-effective solutions.

Ensure that GIS infrastructure is tailored to the specific operational needs.

Create and manage a geospatial database to store critical data, including information related to shelter projects, population distribution and humanitarian service.

Ensure the integrity and accessibility of geospatial data to facilitate the exchange of information to enhance coordination and service delivery.

Support the shelter unit to develop data collection tools, to carry out housing and public infrastructure assessment, and systematize it on a virtual map. Elaborate factsheets.

It will be expected that the Individual contractor will complete the following deliverables by the end of the contract:

- Build a tool to collect and maintain UNHCR El Salvador geo data. The data should include but not be limited to operation projects, office location, population distribution, interagency services for displaced persons, and geographical insights related to the operation context. (*)

- Develop a geoportal to display UNHCR El Salvador geo data sources. The maps should include but not be limited to operation projects, office location, population distribution, interagency services for displaced persons, and geographical insights related to the operation context. (*)

- Develop GIS infrastructure for UNHCR El Salvador using ArcGIS or other suggested tools.

- Deliver GIS and ArcGIS training.

- Develop factsheets

(*) All products should be interoperable with UNHCR corporate tools, like proGres or power BI and should include efficient automation features.

Qualification and experience required:

- University degree in Geography, Geographic Information Systems, Geology, Statistics, Architecture, Civil Engineering, Data Science, Demography, Computer Science or Computer Engineering, or another relevant field.

- Three years of professional GIS experience involving data collection, data management, map production, and spatial analysis.

- Advance knowledge of GIS and geospatial systems and techniques, including excellent skills and experience in Esri Suite: ArcGIS Pro, ArcGIS Online, etc.

- Experience in static and interactive map production, remote sensing, satellite imagery, and geographic multi-criteria analysis.

Demonstrable experience working with qualitative and quantitative data.

Strong communication skills, including interpersonal and training skills.

Self-reliant, resourceful, good problem-solver, and flexible.

Knowledge of Power, web programming and software development experience focused on analyzing, developing, implementing, or monitoring georeferenced information.

Experience presenting geographic data with open-source tools and managing geographic geometries using GIS technologies.

Previous experience working with the United Nations or with Humanitarian/International Organizations will be positively valued.

Languages: required fluent of spoken and written Spanish; working level of spoken and written English.
