Organizational Setting and Reporting Relationship
The position of Gender Specialist is assigned to the Gender Equality Division (CCGE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila, Philippines.
You will report to the Director, Gender Equality and will oversee Junior team members.
Your Role
As a Gender Specialist, you will provide technical and coordination support contributing to the implementation of ADB’s long-term corporate strategy (Strategy 2030) and its mid-term review which recognizes need for closing gender gaps and women’s empowerment under the resilience and empowerment strategic focus area. This will straddle the broad spectrum of CCGE operational support across a wide range of sectors, technical assistance, innovative knowledge work and events, capacity development, collaboration with external partners, and other duties as assigned.

Policy and Systems
Project Preparation and Administration:
Lead or support (as assigned team member or peer reviewer) gender mainstreaming in project design, implementation and/or completion. Lead or support processing, management and administration of gender equality focused technical assistance or grant projects. Act as a CCGE focal for sector, themes, regions or private sector, as assigned, and coordinate with counterpart focals in other divisions/departmentsPartnerships, Knowledge and Capacity Building
Build and deepen strategic partnerships with multilateral and bilateral development partners, civil society and private sector stakeholders to advance gender equality. Contribute to external policy engagement and thought leadership on a range of gender equality topics, and represent CCGE at external knowledge events as assigned. Lead or contribute to the development of gender knowledge products (e.g. research reports, toolkits, policy briefs, case-studies, blogs) and delivery of knowledge events. Lead or contribute to the design and deliver of capacity development on gender equality with internal sector/thematic teams and external partner clients.Management Support
Support the Director, CCGE in gender-related corporate initiatives, quality assurance, data management and cross-divisional and departmental coordination, as required. Prepare and deliver management briefings on gender related topics as required. Provide guidance and mentoring to more junior staff, including supervising the performance, ongoing learning and development of assigned reporting staff. Perform any other tasks that may be assigned by the Director, CCGE.
You will need:
A University degree in social sciences, international development, public policy or other related fields, including an emphasis on gender and development; preferably at post-graduate level or its equivalent At least 6 years work experience in gender and development, preferably with expertise at the field level incorporating gender mainstreaming into projects. International experience working in several countries. Demonstrated expertise in building capacity for implementing gender equality initiatives. Demonstrated experience in developing innovative gender knowledge products and delivering gender-related events. International experience working in several countries with a multilateral development bank or other international development organization. Proven experience in effectively managing budgets and teams. Written and verbal proficiency in English. Please refer to the links for ADB Competency Framework for TI1
