The Position:
Background and Rationale
GBV prevalence in Cambodia, as established by the most recent CDHS survey (2021) was found to be that one in five women experience physical, sexual or emotional intimate partner violence in their lifetime and 13 percent in the 12 months prior to the survey. The most common type of violence disclosed was domestic violence (intimate partner violence) with one in 5 having experienced it in their lifetime. Six percent have also experienced sexual violence. However, the number of women and girls accessing services for GBV (“service data”) indicates that in Cambodia, as is seen globally, GBV is under-reported to service providers. This is often due to deeply rooted patriarchal social norms that normalize violence and depress help-seeking, and to structural barriers such as policies that are not aligned with survivor needs. According to the CDHS 2021, 53% of women who have experienced physical or sexual violence have never sought help not told anyone about the violence.
GBV in all of its forms has tremendous physical, emotional and social consequences on the victims/survivors, who have the right to receive quality, compassionate care and support that addresses the harmful consequences of violence in order to help them heal and recover. Because of the specific nature of GBV, information and care from multiple service providers is required. GBV case management, intended as a structured method for providing help to survivors, with an identified actor taking responsibility for providing information on available options and services, identifying and following up with the survivor on possible issues and concerns, facilitating referral to needed services, while providing emotional support throughout the process, is key.
UNFPA as one of the lead agencies in addressing gender-based violence is strengthening its work to support the Royal Government of Cambodia’s ambition towards the reduction of all forms of gender-based violence by 2030. In particular, under the scope of Government of Australia’s ACCESS 2 programme, UNFPA has committed to support the RGC in the strengthening of GBV case management processes, by helping the drafting and piloting of dedicated Standard Operating Procedures in 2 targeted provinces.
The Representative of UNFPA CO/GBV Programme Specialist will supervise this consultancy with technical input from UNFPA GBV Specialists.
The consultant will report to the GBV program team and the Representative of the UNFPA Cambodia CO. The consultant is expected to work closely with the UNFPA Cambodia CO team, the Asia Pacific Regional Specialists on GBV with regular interaction with the GBV Programme Specialist.
The supervisor(s) and the GBV programme specialist will have frequent interactions with the consultant at various stages to:
● Brief the consultant and provide clarity on the assignment, the process and deliverables.
● Provide key documents relevant to the deliverables.
● Introduce and facilitate the consultant to work with key stakeholders and counterparts if necessary; and
● Provide feedback and get agreement on the next steps of the assignment.
● Additional staffing needs to undertake the consultancy including translation / interpretation support, additional research support or other will be the sole responsibility of the consultant and costing for such should be included in the submission.
Upon completion of the assignment, the supervisor(s) will certify relevant documents; evaluate the consultant’s work and process/follow-up on the payments.

Job Purpose:
UNFPA Cambodia CO requests the services for an international consultant to undertake an assignment in two parts, focusing on strengthening GBV Case management in Cambodia. Preference will be for applicants with previous significant experience working in GBV in Cambodia who are able to meet the proposed timeline. The following describes the purpose of the assignment in two parts:
● Part A: Review and consolidation of draft Standard Operating Procedures (SOP) for GBV case management – this seeks to consolidate and complete a draft SOP developed by the UNFPA CO under the guidance of the Ministry of Women’s Affairs. The task will involve the review and consolidation of the current draft SOP, integrate inputs from a national consultation organised by the Ministry of Women’s Affairs and the UNFPA CO, finalise relevant templates and forms including on data collection and management. This task will be performed in collaboration with the GBV Programme Specialist, UNFPA CO and with the GBV Technical Specialist, UNFPA Asia Pacific Regional Office (APRO).
● Part B: Training development and roll out on GBV case management– the second part of the consultancy will include the development of a training package focusing on (a). The orientation on new draft SOPs on GBV case management and (b). Orientation on GBV case management using the training material developed under the Case management environment strengthening (CMES) developed by UNFPA APRO. The consultancy will also involve one round of training roll out in two selected provinces, one as first orientation and the production of material for a second in a Training of Trainers ToT format.
You would be responsible for:
Consultancy Tasks Part A - Review and consolidation of draft Standard Operating Procedures (SOP) for GBV case management.
The purpose and objectives of the first part of the consultancy actions include:
- Review and consolidate the current draft developed by UNFPA CO: review the draft, ensuring integration of the inputs collected during the 2 days consultation workshop and shared by the UNFPA CO team.
- Review/develop and consolidate case management forms: referring to the list of forms already highlighted in the draft SOP, in line with international best practices and integrating inputs from national/sub national stakeholders.
- Strengthen the proposed model for data collection and management: using the model proposed in the draft SOP, develop data collection forms and procedures for GBV case management data management, integrated within the broader data collection and reporting system for administrative data in Cambodia.
Scope of Work:
The Consultant is expected to perform the following tasks:
1. Review and finalise the current draft SOP, integrating inputs from the national consultation and shared by the UNFPA CO team into the draft SOPs and ensuring pre-identified areas requiring clarification are addressed.
2. Review, develop and finalise a pre-identified list of case management forms, ensuring their relevance into the context of Cambodia and notably of the pilot provinces. Some of these forms are already existing and in use in Cambodia and require adaptation, Some of the forms have been drafted by UNFPA CO and require testing. Few of these forms need to be developed.
3. Consolidate a paper based GBV case management data collection, reporting and analysis system, integrated within the broader GBV administrative data system in Cambodia.
4. Participate in project team joint reflection activities and stakeholder consultation.
Methodologies
The consultant is expected to use the following methods, among others:
● Desk-based research and integration of international and regional good practices on GBV case management.
● Engagement with national and subnational stakeholders.
● Engagement with the UNFPA CO GBV team to ensure integration of all inputs collected during the draft and consultation on the SOPs.
Detailed Tasks and/or Expected Outputs:
The consultant will work closely with the GBV Programme Specialist UNFPA CO/GBV team. The consultant will coordinate with the GBV technical specialist at UNFPA APRO to ensure alignment with regional and international standards. The consultant will support the team in engaging with national and subnational stakeholders, and will liaise with other relevant initiatives on GBV response and coordination in the country to ensure integration and alignment (notably ACCESS 2).
The Consultant will:
1. Review national and regional GBV case management forms and templates, including on data collection and management.
2. Conduct interviews as appropriate/needed with relevant officers from national agencies and stakeholders.
3. Review and consolidate the current draft SOP using the inputs from the national consultation shared by the UNFPA CO team , additional interviews and inputs from relevant stakeholders, and international and regional good practices.
4. Review and produce a pre-identified list of case management forms, ensuring their relevance into the context of Cambodia and notably of the pilot provinces. Some of these forms are already existing and in use in Cambodia and require adaptation, Some of the forms have been drafted by UNFPA CO and require testing. Few of these forms need to be developed.
5. Draft a paper based GBV case management data collection, reporting and analysis system, integrated within the broader GBV administrative data system in Cambodia. For this, it will be essential that the consultant work closely and aligned with the work undertaken by UN Women under ACCESS 2 on strengthening GBV coordination mechanism in Cambodia - including on GBV reporting.
Key Outputs:
1. Consolidated version of the SOPs on GBV case management available for submission to national ministries and to be used for training development.
2. Pre-identified list of GBV case management forms and templates available for submission and for training development.
3. GBV case management paper based data collection and reporting available for consultation and training development.
Consultancy Task Part B - Training development and roll out on GBV Case management
The Consultant will:
● Review existing UNFPA training material on GBV case management, and notably Case management environment strengthening training package, IASC Case management guidelines training package and other relevant resources as indicated by the GBV technical specialist UNFPA APRO.
● Develop a training package adapted to the Cambodia context that provides an orientation on GBV case management and on the actual use of the SOPs. The training package will have two separate components: (a). A first more general part for GBV service providers aimed at clarifying GBV case management process, explaining the SOPs and its content and enhancing referral to dedicated case management actors and (b). A second more technical part for identified GBV case workers aimed at enhancing their operational capacities to administer case management, including data collection and reporting, in line with the SOPs.
● Roll out a first round of a four-day training in 2 selected provinces (Kampong Cham and Siem Reap) for GBV actors and GBV case workers - orientation. The training will be composed of two parts: (1). General orientation on GBV case management and related SOPs for GBV service providers and case workers (2). Dedicated training on GBV case management and related SOP for case workers only.
● Provide recommendations to UNFPA CO on possible required changes and integration into the SOP and the training package, based on audience’ inputs.
● Finalise and share a training package for the UNFPA CO on GBV case management and use of the SOP in Cambodia, integrating inputs from participants and lessons learned, including how to roll it out as TOT.
● Produce a final report with key recommendations to inform the pilot of SOPs in other provinces in Cambodia.
Key Outputs
● Drafted training package on GBV case management and related SOPs for Cambodia, based on the case management environment strengthening training package developed by UNFPA APRO.
● Roll out of four-day orientation workshops in 2 selected provinces for both GBV service providers and GBV case workers (see description above).
● Finalize a training package on GBV case management and use of the SOP in Cambodia, integrating inputs from participants and lessons learnt, including ToT component.
● Final report with key recommendations to inform the pilot of SOPs in other provinces.
Work schedule and arrangements (see Annex A)
Duration and working schedule:
The consultant is expected to commence work in December 2025 and to finish at the latest on the 30th of June 2026, completing both parts of the assignment within an eight-month timeframe. This consultancy is based upon 43 estimated days of work.
There are two deadlines in the work schedule, and these are as follows:
● Part A: The main part of the first scope of work needs to be completed by 30 January 2026 at the latest. (18 working days).
● Part B: The second scope of work should be completed by 30th June 2026. (25 working days).
Please note that this is a results-based consultancy. The number of days indicated are an estimate only. UNFPA provides payment on an output basis only with payment will be made upon adequate completion of tasks to the quality set out by UNFPA.
Place where services are to be delivered:
The assignment is based in Phnom Penh, Cambodia with training roll out planned in Kampong Cham and Siem Reap provinces. Applicants must be currently available in Cambodia and ready to commence work immediately. We seek a professional with the requisite expertise in GBV, regardless of nationality, who is positioned to join the project without the necessity for international travel or relocation.
There is field travel envisaged for this consultancy for the roll out of one round of training in 2 provinces, the consultant will have to budget for field missions to 2 provinces (Kampong Cham and Siem Reap)
Working time and hours: Phnom Penh time zone and home-based work in Phnom Penh. Candidates must reside in Cambodia.
Expected travel:
The assignment will involve one round of training roll out in two selected provinces (Kampong Cham and Siem Reap). The consultant will have to estimate the cost for a field trip around 12 days including transportation.
Qualifications and Experience:
● At least ten years of experience in working with gender-based violence programme development.
● Demonstrated understanding of GBV response mechanism and GBV case management, including global and regional SOP for case management.
● Expert knowledge of national policies and legal frameworks on GBV with a proven understanding of existing national and subnational data on GBV.
● Experience working with national statistical offices, women’s machineries and/or civil society organizations on GBV is an advantage.
● Demonstrated experience facilitating towards shared results, communication, and interpersonal skills.
● Experience working in or familiarity with the Cambodia context required.
● Excellent oral and written English language skills.
Education:
Master’s degree in gender, social work or related field.
Other relevant information
Please note that this is a results-based TOR and therefore payment is based upon successful completion of deliverables – accepted and approved.
Additional support required to undertake this consultancy needs to be built into the consultancy deliverable costs submitted – this may include language translators, English editing, additional research support and any others. Payment and management of additional support is the responsibility of the consultant.
Compensation and Benefits:
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The consultant is expected to commence the work in December 2025 and finish by 30 June 2026.
The suggested payment schedule is detailed below:
1. The first payment of 30% will be made upon approval by the Representative and acceptance of the First and Second Deliverables as per the table of deliverables (attached)(15 February 2026)
2. The third payment of 30% will be made upon receipt and acceptance of the Third Deliverable as per the table of deliverables (attached). (end May 2026)
3. The remaining 40% will be made upon approval by the Representative and acceptance of the Fourth Deliverable as per the table of deliverables (attached). (end June 2026)
