About this position

The Financial Control & Operational Risk Management Unit, within the Office of Risk Management RMG/ORM is seeking a talented and experienced Financial Control and Operational Risk Management Consultant to support the risk and controls reviews part of the Bank’s Operational Risk Management Framework.

The Financial Control and Operational Risk Management Unit team is responsible for coordinating the activities related to the Bank-wide Operational Risk Management Framework (ORMF), and the activities related to the assessment of the Bank's internal control system to support Management’s assertion on the Bank’s internal controls over financial reporting (ICFR).

What you’ll do:

  • Facilitate process walkthrough sessions with the Human Resources Department, as well as divisions within the Knowledge Innovation and Communications and Budget departments, to include, the identification and assessment of risks and controls, key risk indicators, incident and near-miss collection, action plan design and more.
  • Support the ICFR cycle executed in accordance with the COSO Internal Control Framework, including walkthroughs, assessment of control design and operational effectiveness, representation memorandum process (annual attestations), and process flow documentation.
  • Monitor and support the Human Resources Department’s efforts to implement significant corporate initiatives such as system implementations or new business services or products.
  • Provide input to quarterly risk reports to Senior Management and the Board’s Audit Committee on the Bank’s operational risk profile for the Human Resources Department and the status and results of the assessment of effectiveness of ICFR.
  • Generate knowledge, ensuring that best practices and lessons learned are captured and shared with others by drafting training materials and conducting training sessions to key audiences on operational risk matters.
  • Contribute to the training and development of junior members within RMG/ORM, mentoring them to build technical expertise and leadership skills.
  • Maintain an effective liaison and working relationship with the Human Resources Department.
  • Serve as a senior-level liaison to the Bank’s external and internal auditors on internal controls on corporate processes.
  • Draft and maintain risk Frameworks, Standards and Procedures.

    What you'll need

    • Education: Master’s or equivalent degree in relevant fields such as risk management, finance, business administration or accounting. Or other fields relevant to the responsibilities of the role.
    • Experience: At least/ Between 5 years of relevant experience preferable in operational risk management, internal controls, compliance, or audit, in the assessment of operational risk and internal control systems. Working experience with COSO Internal Control Framework and Bwise system is highly desirable with an international financial institution
    • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

        Core and Technical Competencies:

        • Extensive knowledge and experience implementing operational risk management frameworks including Risk and Control Self Assessments (RCSA), Control Testing, Key Risk Indicators (KRI), Action Plans and other elements of ORMF
        • Solid foundation and knowledge of operational risk best practices in the financial services industry as it relates to items such as data privacy, third party management, reputational damage and more.
        • Business & Technology Knowledge: Demonstrates business and technology perspective and broad understanding of related processes and frameworks.
        • Internal Control & Technique: Has a solid foundation of internal control knowledge and tools, standards such as COSO Internal Control Framework, and Basel standards, COBIT is a plus.
        • Knowledge and experience on Governance Risk and Compliance (GRC) tools and interpretation of results in the context of business processes is a plus
        • Information Management & Reporting: Develops well-organized, well-written, analytically sound and thorough reports.
        • Strong quantitative and analytical skills.
        • Strong communication skills, both written and spoken, and the ability to influence others.
        • Knowledge of generally accepted accounting principles US GAAP is a plus.
        • Knowledge of risk management related to technological innovations such as Artificial Intelligence, Robotics, Block Chain, a plus.
        • Proficient in the use of Excel, Word, and other Microsoft Office products.
        • Ability to interact with all levels of an organization.
        • Able to work well independently and within a team environment and take initiative to drive for results with assigned tasks.
        • Strong analytical and problem-solving skills, and attention to detail.

          Requirements:

          • Citizenship: You are a citizen of one of our 48-member countries.
          • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
