  1. Role and responsibilities

    The following is a brief description of the role.

    Generic responsibilities 

    These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  2. Support and Implement NRC’s systems and procedures at area level.
  3. Support the adherence to NRC policies, handbooks, guidelines, and donor requirements.
  4. Ensure proper filing of all support documents.
  5. Support line supervisors in procedures and require support team training.
  6. Support the supervisor for the Management of Area offices financial team. 
  7. Support the management to Implement anti-corruption policy.

    Specific responsibilities 

    Accounting, Banking, and Auditing

     

  8. Looking after and management of the Cash and Bank management of the Benghazi Area Office, including the forecasting.
  9. Review, process, and follow-up on payments related to Benghazi Area Offices
  10. Review and approve Travel Authorization Requests (TARs), expense claims, Purchase Requests (PRs), Purchase Orders (POs), and salary advances at Benghazi office level
  11. Prepare vouchers, cheques and any other supporting documents that are needed to complete the payment process
  12. Post Benghazi office payments to NRC Agresso financial system 
  13. Scan and archive accountancy documents of Benghazi financial movements, as well as scan and archive social security and tax records/Payments when needed
  14. Maintain sufficient cash funds at Benghazi cashbox for activity office implementation and coordinate petty cash replenishments, including regular bank visits for cash withdrawals
  15. Be the area office focal person on the preparation of the supporting documents (samples) for audit including project audit, governmental audit, and annual NRC audit.
  16. Be finance focal point for logistic, admin, and program team in term of AO payment updates 
  17. Update payment tracker for Benghazi AO and to be shared with finance Team leader, AM, and FM
  18. Preparation of the cash count on a daily, weekly, and monthly basis for Benghazi office
  19. Prepare the monthly amortizing then post and share update with Finance Team leader
  20. Making sure that cash advances are closed on a monthly basis include communication of approvals and provide justification to CO 
  21. Closing all financial balance accounts on a monthly basis and report to Finance Team Leader
  22. Support the finance team at Benghazi office with any accounting, banking, and auditing requests
  23. Any other Accounting, Banking and Auditing tasks as necessary and delegated by the Line Manager and Finance Manager

  24. Competencies 

    Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

    These are skills, knowledge and experience that are important for effective performance. 

     

    Generic professional competencies: 

    • Experience from working as a Finance Technical Assistant in a humanitarian/recovery context will be preferred.

    •   Previous experience from working in complex and volatile contexts

    •    Documented results related to the position’s responsibilities

    •    Knowledge about keeping the bank accounts and record keeping 

    •     Reasonable knowledge in English, both written and verbal 

     

    Context/ Specific skills, knowledge and experience: 

    •   Knowledge of the context in Libya

    •   Fluency in Arabic and English 

    •   Experience with Libya government laws/regulations
