  1. Role and responsibilities

    The Finance Officer is responsible for generating and consolidating financial reports from East field offices. , and for assisting in budget preparation related to grants, funds, and budgets for all related programs, donors, and departments by ensuring adherence to NRC’s policies and donor requirements.

    Generic responsibilities 

  2. Adhere to NRC Finance policies, tools, handbooks and guidelines 
Assist with the implementation of the Finance function portfolio according to plan of action Prepare and develop status reports as required by management Ensure proper filing of documents and transactions 5. Promote and share ideas for improvement of the Finance function Prepare bank account and cashbox reconciliations for the Area office Prepare the financial Project Summary 8. Distribute information and reports as required Support project staff in financial matters Actively promote PSEA (Protection from Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC

Specific responsibilities 

Support and Implement NRC’s systems and procedures at Area Office level Support the adherence to NRC policies, handbooks, guidelines and donor requirements Support and guide non finance staff in finance procedures and facilitate team trainings Implement and adhere to anti-corruption policy Make sure that financial internal controls are in place and adhered to for the banking and cash system Post the entries on daily basis to UNIT4. Make sure that Data has proper correct codes and as per the project documents Prepare the regular UNIT4 Bank reconciliations for all the balance sheet items Enter the UNIT4 rebooking and keeping proper record of it. Prepare financial reports (BVA + BRS + Donor Reports) at Field Office level Verify the purchase requests and payment requests for Area office Other task related to the project budgets like any realignment and updating the UNIT4 for project follow-up.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

 · Budget holders

 · All NRC staff and department including Benghazi senior management.

 · Liaison with other Support team members (Logs/ Finance) to ensure the HR team are well supported in these areas 

· All NRC Visitors

Context/ Specific skills, knowledge and experience: 

Minimum of 2 years of Finance relevant experience  Basic computer skills in Microsoft Office (MS Excel, Word, and outlook) Good Communication and interpersonal skills Strong organizational and teamwork skills Highly approachable, trustworthy and confidential  Good diplomacy and negotiation skills  Good cultural awareness and sensitivity  Ability to work in advanced English (written/spoken) Knowledge of the Audit requirements  • Knowledge of banking systems in Libya
