Position title: Finance Officer

Reports to: Associate Director of Finance

JOB Summary:

The Finance Officer Coordinates financial/accounting operations, including overall financial monitoring and support/guidance to project and operations staff. The Finance Officer will ensure that sound financial controls are in place and operational activities are implemented in a timely and results-focused manner and are managed in compliance with FHI360 and USAID requirements. She/he will be reporting to the Associate Director of Finance, AC Project.

KEY JOB RESPONSIBILITIES:

  • Performs and manages the day-to-day financial and accounting operations.
  • Reviews all payment documents for proper and adequate payment and accounting.
  • Reviews and produces a collection of primary documents, scan, and save in the organization’s Share Point.
  • Prepares bank vouchers. Work with online internet banking system. Ensures per diem, travel advance, and procurement policies are strictly enforced.
  • Reviews Country Office monthly financial reports for month-end closings involving cash and travel reconciliations, accuracy of reports, and cost allowances.
  • Work may include reconciliation of accounts or reports, examination of various financial statements for accuracy, completeness, and conformance to guidelines, and maintenance of subsidiary ledgers.
  • Performs weekly/monthly bank reconciliation.
  • Assists in various financial analysis projects and closure of accounting records.
  • Reconciles sub-recipients with the General Ledger accounts.
  • Reviews inter-department cash requests and journal entries.
  • Assists with internal and external audit requests.
  • Calculate per diems and relevant taxes.
  • Strictly adhering to the finance discipline.
  • Any other relevant tasks as assigned by FHI360 Management.

    TYPE AND NATURE OF CONTACTS:

    Frequent interaction with project leaders, program, administrative, and other staff.

    MINIMUM REQUIREMENTS:

    • Bachelor Degree in Accounting or Finance with at least 5 years in the areas of finance, accounting, operations management and/or contract management
    • Strong understanding of and demonstrated capacity to manage financial systems and procedures of large projects
    • Experience and knowledge of USG or other international donor policies and procedures and management of donor funding and projects
    • Knowledge of USAID rules and regulations
    • Excellent time management, organizational, and interpersonal skills
    • Ability to multi-task and work in a fast-paced, dynamic environment
    • Advanced computer skills; knowledgeable in accounting software, MS Windows, Excel, and Word
    • Good knowledge of English language, fluency in Russian language. Knowledge of Kyrgyz language is an asset.
