POSITION TITLE: Finance Manager LOCATION: Dhaka, Bangladesh DEPARTMENT: Human Rights, Education, and Empowerment STATUS: Full-time; contingent upon continuation of donor funding REPORTS TO : Director, Finance, Grants, and Administration BACKGROUND: The U.S. Agency for International Development (USAID)-funded Fight Slavery and Trafficking in Persons (FSTIP) Activity in Bangladesh is a five-year project (2021-2026) implemented by Winrock International. The overall objective of the FSTIP Activity is to reduce vulnerability to human trafficking, child early forced marriage and unions, and support human rights. Winrock International is a non-profit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. Winrock strengthens the capacities of women, men, children, youth, and civil society organizations to actively participate in local and national development and transform their societies. The goal of FSTIP is to: Enhance the systems, capacities, and sustainability of justice sector actors and institutions. Prevent human rights violations and increase awareness of trafficking in persons (TIP) and child, early, and forced marriage and unions (CEFMU); and Strengthen the protection of TIP and CEFMU victims. This is a local/national position and is not eligible for international allowances or relocation allowances. POSITION SUMMARY: The Finance Manager will be responsible for overseeing all financial accounting services for the FSTIP project. This position reports directly to the FSTIP Director, Finance, Grants, and Administration (DFGA). This position directly supervises two Senior Accounts Officers. The Finance Manager will be responsible for accounting activities including financial reports, bank reconciliations, general ledger entries, auditing field office vouchers, and other general accounting functions. He/she will also work with the DFGA to ensure adherence to donor and Winrock financial policies and procedures, regulations, controls, and reporting systems. ESSENTIAL RESPONSIBILITIES: Directly supervise FSTIP Senior Accounts Officers (SAOs), providing technical guidance to the SAOs and monitoring and reviewing their submissions In coordination with SAOs, perform accounting activities, including preparing financial reports, bank reconciliations, general ledger entries, and other general accounting functions Assist DFGA in implementing and maintaining in-country policies, procedures, forms, and record maintenance systems that adhere to Winrock International, donor, and Government of Bangladesh standards and requirements. Assist DFGA to develop monthly projections for cash flow needs and prepare requests to Winrock, follow through on receipt of funds and bank reconciliations. Help review all expenses supporting documentation for accuracy, relevance, and legitimacy in line with Winrock policies. Support the DFGA in reviewing all vouchers prepared by the AOs (disbursement, receipt, and general journal vouchers) for expenditures and ensure that expenses are reasonable, allowable, and allocable to the project. Support the DFGA in developing quarterly budget projections and reports. Assist DFGA in managing internal and external audits, including donor audits; ensure financial files and support are available during annual audits; ensure audit findings are resolved in a timely fashion. Support implementation of payroll procedures for national staff, administration of payroll, and monitoring employee time keeping. Reconcile liability and asset accounts monthly and prepare supporting schedules and trackers’ Organize and maintain all project financial and accounting records and files in accordance with Winrock policies, general audit standards (GAAP), and donor requirements. Travel to project areas as required and advised by the DFGA Other duties and tasks assigned by the DFGA QUALIFICATIONS: Education: Bachelor’s Degree or higher (B. Com/M. Com or higher) in Finance, Accounting, or related field. Work Experience: Minimum of six years of increasingly responsible financial management experience. Knowledge of and experience on projects funded by the U.S. Government or other international donors, preferably for USAID projects Skills/Knowledge: Fluency in Bangla and English Strong oral and written communication skills. Knowledge and understanding of Bangladesh accounting rules and requirements. Advanced knowledge of word processing, spreadsheet (Excel) and accounting software required Ability to manage multiple tasks and priorities, and attention to detail. Strong interpersonal skills and ability to work with teams in a multicultural environment. Willingness to travel regularly within Bangladesh.
