Job Profile: Administrative & Finance Associate
Location: Pakse, Champasak

DUTIES:
The Administrative & Finance Associate (GS-6) is based in Pakse, Champasak (Pakse Field Office). He/she will work under direct supervision of the Head of Field Office and will carry out the following duties and responsibilities:

Compile data, prepare and distribute documents, to support successful procurement processes and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), ensuring WFP standard rule and regulation are followed.
Liaise with other offices – Vientiane Country Office, Field Offices and Government/other counterparts.
Analysis data from WFP’s information systems (GEMS, FLEET) and report any discrepancies or irregularities to the supervisor;
Maintain records for expenditures, travel, insurance, procurement and other administrative or logistical systems
Verify and process requests for expenditure, travel, procurement in accordance with WFP rules and regulations and liaise with Field Office’s staff and Finance Unit as appropriate
Contribute to the preparation, implementation and monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
Maintain records for expenditures of petty cash, program field activity cash advances
Co-ordinate with other teams to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.
Manage local purchasing; solicit supporting documentation required for procurement;
Maintain and file necessary documentation for office vehicle and motorbikes and assets on loan to counterparts;
Provide advice and guidance to other staff on rules and regulations related to your area of work such as expenditure, travel, procurement and data management.
Education:
Education: Complete a secondary school or Bachelor Degree in Business/Public Administration, Finance/Accounting, Management, Education, Social Science or other field related to office management and administration is preferable.
Experience and skills:
At least six years of progressively responsible work experience in administrative and financial services (i.e. finance, accounting, budget, human resources, travel, procurement, audit and/or another related field).
Experience working in difficult locations with people of different backgrounds.
Excellent word processing skills and excel skills.
Ability to interpret and analyse a wide variety of programme issues and statistical information, and to maintain accurate and precise records.
Use of good judgment in situations including matters requiring sensitivity or on work of a confidential nature.
