The incumbent reports to the Senior Finance and Budget Assistant. The Executive Office component of the Headquarters Client Support Service provides administrative support to the Department of Operational Support (DOS), the Office of Information and Communications Technology (OICT), Global Compact Office (GCO), Human Security Unit (HSU), Office of Administration of Justice (OAJ), Office for Digital and Emerging Technologies (ODET), United Nations Sustainable Development Group (UNSDG) System-Wide Evaluation Office, Office of Special Coordinator on Improving the United Nations Response to Sexual Exploitation and Abuse (OSC-SEA), Office of the Special Representative of the Secretary-General on Children and Armed Conflict (OSRSG-CAAC), Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC), Office of the Special Representative of the Secretary-General on Violence Against Children (OSRSG-VAC), Office of the United Nations Ombudsman and Mediation Services (OMS), Office of Victims' Rights Advocate (OVRA), United Nations Ethics Office, United Nations Office for Partnerships (UNOP), United Nations Alliance of Civilizations (UNAOC), Office of Data Protection and Privacy (ODPP) and Liaison offices of the: United Nations Office on Drugs and Crime, United Nations Convention to Combat Desertification in New York, United Nations Institute for Training and Research. ResponsibilitiesWithin delegated authority, the Finance and Budget Assistant will be responsible for the following duties: Monitors resources administered by the Headquarters Client Support Service, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. Works closely with substantive offices and donor counterparts and/or funding agencies in the finalization of contribution agreements. Reviews financial statements for grants and contributions for approval and issuance by Finance Division, in compliance with the reporting requirements stipulated in contribution agreements. Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. Assists managers in the allocation and redeployment of funds as per agreements and budget approvals funded from various funding sources. Monitors expenditures and open items and compares with approved budget; prepares adjustments through redeployments and coordinates with stakeholders as necessary. Reviews and provides guidance/advice on certification of requisitions for goods and services and other fund commitment documents to ensure (a) correct objects of expenditure are charged, and (b) availability of funds Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. Monitors integrity of various financial databases. Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. Maintain and keep electronic up-to-date files. Where required, providing guidance, training and daily supervision to other general service staff in the area of responsibility. Performs other related duties, as assigned. Work ExperienceA minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required. The minimum year of relevant experience is reduced to 5 (five) for candidates who possess a first-level university degree or higher. Experience with financial management and transacting in in ERP systems, such as SAP (Umoja) is required. Experience servicing multiple clients is required. Experience certifying expenses and approving commitment documents is required Experience monitoring budget consumption variances including review of open items is required. Experience in reviewing contribution agreements is desirable. Experience in the administration and management of extra-budgetary resources is desirable. Experience with Business Intelligence (BI) reports and analytics software such as Umoja Analytics is desirable.
