Org. Setting and ReportingThis position is located within the Occupational Safety and Health Section of the Division of Health Care Management and Occupational Safety and Health (DHMOSH). The incumbent reports to the Administrative Officer in DHMOSH. ResponsibilitiesWithin delegated authority, the Finance & Budget Assistant will be responsible for the following duties: Budget: • May act as DHMOSH Certifying Officer on behalf of and in the absence of the Administrative Officer. • Provides support with respect to the review, analyses and preparation of the budget plans and its revisions. • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals. • Assists managers in the elaboration of resource requirements for budget submissions. • Undertakes research and provides support to the Administrative Officer with respect to budget reviews. • Prepares workload statistics and key performance indicators for each section. • Initiates, monitors and follows-up on procurement activity for sections. • Assists in cost recovery of incomes from other clients via Sales or Service Orders • Extracts relevant data regarding budget, and prepares statistical tables and standard financial reports, • Monitors expenditures and compares with approved budget; prepares adjustments as necessary, including for medical training expenditures. • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. • Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. • Co-ordinates with other sections on related issues during preparation of budget reports. Claims: • Reviews, analyses and prepares payments to third-parties, commercial entities, with respect to settlement of claims and registrations for relevant stakeholders including IME providers. assists in managing their claims. Treasury: • Monitors/reviews methods used to remit payments and supervises investigation of non-receipt of payments. • Assists Administrative Officer for the transmittal of payments worldwide. • Reviews incoming payment instructions with regard to sources of funds. • Prepares payments for final disbursement to external services. • Dispatches payment instructions for external services. • Creates recordings for all incoming funds. • Notifies payees of status of payments. • Assists staff members, Administrative Officers and donors regarding queries on payment and issues. • Identifies and annotates account movements. • Monitors DHMOSH balances worldwide. • Assists Administrative Officer in fund management and related issues, including fund flow forecasts. • Liaises with relevant partners worldwide regarding outstanding items and payment instructions. Investigates complaints of non-receipt. • Monitors credit card payments as required. • Files and archives as required. General: • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. • Maintain and keep up-to-date budget and performance files. • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Collaborates with stakeholders in reviewing and collecting relevant medical data using EarthMed electronic medical records system for data analysis and budget purposes. • Update the Division’s organigrammes and staffing table as required. • Performs other related duties, as assigned. Experience in Enterprise Resource Planning (ERP) systems, such as Umoja is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
