Setting and ReportingThis position is located in the Regional Office for the Andean Region and the Southern Cone (ROCOL), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Bogotá, Colombia. The Finance and Budget Assistant will report to the ROCOL Associate Finance Officer. Responsibilities• Provides support with respect to the review, analyses, and preparation of the general budget of the office. • Provides guidance to project coordinators on best financial management practices, budgeting standards, costing methodologies and cost recovery. • Contribute to the elaboration and implementation of cost savings and reduction strategies. • Ensure UNODC’s financial management compliance with UN financial rules and regulations, budget policies and Results-Based Management (RBM). • Analyse budget project submissions, evaluate the soundness of justifications, and prepares consolidated budget and performance reports. • Review and verify budget payment document submitted to ensure accuracy and conformity with Financial Regulations and Rules of the UN. • Prepare monthly reports evidencing the execution of ROCOL's general budget. • Maintain reconciliation of internal office accounts. • Act as an approving officer and approve disbursement according to UN Financial Rules and Regulations, process travel claims and other related entitlements. • Provide guidance and training to colleagues as required. • Supervise other Service Contract staff as required. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform and carry our other tasks and duties as assigned. Work ExperienceA minimum of seven years of progressively responsible work experience in finance or accounting is required. The minimum number of years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher. Working experience with an Enterprise Resource Planning (ERP) system is required. Experience working with the Financial Regulations and Rules of the United Nations or a similar international organization is desirable. Experience with UMOJA/SAP is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in Spanish and English is required. Knowledge of another United Nations official language is an advantage.
