1.    Monitor and support the establishment and maintenance of an effective system of coordination of service provision at site level.

2.    Guide the Site Management field team with required assessments at site level aimed at collecting information on services available, population needs and composition.

3.    Establish and maintain a camp information management system in line with S/CCCM sector guidelines including sex and age-disaggregated data. Share information with all relevant stakeholders, in a manner that upholds the principle of data protection and confidentiality.

4.    Ensure the mobilization and participation of the camp and host populations at site level, with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into the decision-making processes.

5.    Promote and facilitate accountability towards camp population through supporting the Site Management teams with information sharing and feedback mechanisms. Ensure that the site population are aware of the assistance and services available in the site and how to access them.

6.    Ensure clarification of roles and responsibilities amongst stakeholders in the camp and support capacity building activities of site management field team and relevant agencies.

7.    Promote maintenance of site level community committee and support their mobilization with a focus on sustainability and community ownership.

8.    Support the implementation of small-scale mitigation work and community led projects in coordination with the site development team and relevant stakeholders, map safety risks and other hazards at site level and surrounding communities when feasible.

9.    Support contingency planning based on worst-case and disaster scenarios in terms of Emergency Preparedness and Response.

10.    Support the development of effective referral mechanisms in close collaboration with relevant stakeholders.

11.    Ensure appropriate links of Site Management field team with national/local authorities, state institutions, civil society and other relevant stakeholders, including effective coordination and information exchange with them.

12.    Assist with the development of IOM site management standard operating procedures, guidance notes as well as other strategic documents.

13.    Support resource mobilization efforts as well as meeting donor reporting requirements.

14.    Support with overseeing and implementing the localization strategy ensuring that the local partners identified are trained and guided to implement site management activities.

15.    Perform such other duties as may be assigned.
 

EDUCATION

•     Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
•     University degree in the above fields with five years of relevant professional experience.

EXPERIENCE

•     Three (3) years of practical experience with international organizations, in development, implementation and evaluation, and/or programme implementation and management; 
•     Experience in Camp Coordination and Camp Management, relocation, cash for work, ES/NFI, and project management; 
•     Familiarity with different project cycle steps and donor relations; 
•     Ability to technically support large numbers of staff.
