Under the overall supervision of the Deputy Chief of Mission (DCoM) in Bangladesh  and in coordination with the Snr. Emergency Coordinator and direct supervision of the National Programme Officer – Climate Action, the successful candidate will be responsible for assisting in implementation and monitoring of interventions at the field level particularly in community engagement including livelihood interventions supported under the Disaster, Displacement, Response and Recovery Unit

  1. Support identifying and building communication channels with the community, including with community leaders and influencers to initiate and implement the projects in IOM’s target communities;
  2. Assist with the development of assessment tools related to livelihoods and orient the field staff/Implementing Partners on those tools .
  3.  Support the development of individual livelihoods assistance plans by analyzing the collected data and supporting the interviews in the field where possible. 
  4. Support with Coordination with relevant stakeholders at the local and national level to  provide proper support for beneficiaries  
  5. Assist with conducting capacity building trainings on livelihoods at the field level; for field staff/ Implementing Partners  
  6. Work with communities for inclusive and transparent process of beneficiary selection, provision of supports and establishment of different committees and community groups;
  7. Assess beneficiary’s eligibility for different supports within the programme according to set criteria; and ensure that women and men can benefit equitably from the project activities and are appropriately represented in community consultations, implementation
  8. Assist in  implementation of community-based livelihood interventions  including awareness raising within communities; 
  9. Support with convening  meetings with community representatives and local authorities for sharing information and exchanging views in relation to programme activities;
  10. Liaise and coordinate with relevant government officials and other actors in the field to  contribute to synchronize and harmonize approach on the supports provided to the communities; 
  11. Document key lessons learnt, best practices through short stories, case studies, and reflections from community members
  12. Assist in the coordination, implementation and reporting of all community’s capacity-building
    activities under the Programme;
  13. Participate in the development, testing and implementation of monitoring and evaluation of the programme activities including in preparation of project report. 
  14. Assist in monitoring and evaluation of programme implementation through physical verifications, reports and meetings with implementing partners and with field team. 
  15. Support the implementation of project’s assessments, KAPs surveys, monitoring and evaluation activities including support in arranging meeting for monitoring/programme team with target communities when require; 
  16. Undertake different operational, technical, financial and administrative works relevant to community mobilizations activities for the successful implementation in the field;

    Perform such other duties as may be assigned. 

    Required Qualifications and Experience

  17.  University degree in Social Science, Political Science, Disaster Management Studies, Management Development Studies, Anthropology or other related fields with minimum three years of relevant professional experience, or
  18. School diploma with five years of relevant experience. 
  19. Work experience with international/national humanitarian organizations, non-government or government institutions/organization.
  20. Knowledge of DRR, livelihoods , Community safety and other relevant community-based humanitarian and development issues; Previous project management, implementation, monitoring and reporting experience would be an advantage;
  21. Good analytical skills and excellent communication and representative skills (written, oral) and culturally sensitive and ability to work in a team setting;
  22. Ability to work with minimum supervision, pays attention to details, meets deadlines, maintain accuracy and confidentiality in performing responsibilities;
  23. Ability to multitask and deal with stressful situations and ability to adapt within the working environment.

    Languages

    Fluency in Bangla and English is required. Knowledge of local dialect (Chittagonian) would be an advantage.
