Org. Setting and ReportingThis position is located in the Executive Office of the Office for Disarmament Affairs in New York. The Executive Officer reports directly to the Director and Deputy to the High Representative for Disarmament Affairs. ResponsibilitiesWithin delegated authority, the Executive Officer will be responsible for the following duties: Policy and Planning • Assists the High Representative for Disarmament Affairs and senior management in the development and implementation of the administrative and financial framework and the implementation of the delegation of authority. • Advises senior management on budgeting, financial, human resources and general administration and management issues and practices. • Produces major/complex reports for management including through the maintenance of systems for the collection and analysis of data for planning and decision-making. • Provides advice and support to senior management in such areas as effective planning, coordination and implementation of enterprise risk management and statement of internal control. • Participates, on behalf of the Office, in task forces of the Secretariat on human resources and administrative matters, including the implementation of the information management system. • Participates in the weekly senior management meetings to provide advice on administrative, financial and human resources matters, as required. Human Resource Management • Takes the lead in coordinating the full range of staff and human resource administration related issues, ensuring departmental requirements are met. This involves overseeing development and maintenance of staffing table records; interpretation and application of staff rules relating to human resource issues; and ad hoc status reports on human resources issues. • Identifies potential management reviews of high sensitivity and complexity. Defines problems to be addressed in management reviews; directs the work of review teams through all stages. • Ensures all actions are in compliance with Umoja operational procedures for recruitment, transfer, placement and separation of staff promotions as well as mobility and career development; gender equality and staff-management relations. • Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. Budget and Finance • Takes the lead in securing the required resources for the Office, including budget preparation, development of budget reports, trust funds and grant programmes. • Monitors expenditures to ensure that they remain within authorised levels. Exercises control over budgetary expenditures from these resources and advise more senior staff regarding the allocation/availability of budget resources. • Develops, establishes and maintains a set of sound policies, procedures, standards and tools that are consistent with UN policy and practice in order to ensure proper accounting, financial management and control. • Serves as lead financial officer to the Office, providing guidance and direction on business and resource planning. Formulates strategic direction and evaluates strategic options, particularly in terms of resource implications. Assumes the lead role in monitoring and supporting the execution of these strategies to achieve maximum impact. • Prepares internal financial reports and responses to Internal and External Audit observations in compliance with the Financial Rules and Regulations. General Administration • Plans, organises and implements support services. • Manages administrative staff of the Office and prepares performance reports and medium-term plans for this staff. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. EducationAdvanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management, or related field is required. At least three years of managerial experience in human resources, finance, and administrative policies and practices in the United Nations Secretariat is required. Experience in formulating budget proposals managing budget implementation and producing reports is required. Experience in Enterprise Resource Planning solutions such as Umoja is required. Experience in defending budget proposals before intergovernmental bodies such as the ACABQ and the General Assembly is desirable. Experience in data analytics or related area is desirable.
