Job Purpose
The IFRC’s Learning, Capacity Support and External Engagement Unit provides cross-cutting strategic development, project management, coordination and technical support across its core thematic areas, first and foremost for and on behalf of the ESSN within the IFRC and TRC’s partnership as joint custodians and implementers of the programme. The Unit works closely with the IFRC’s ESSN Programme Operations team at management, advisor, team leader and workstream levels; and with relevant counterparts within TRC’s Kızılaykart Cash-Based Assistance Programmes Coordinatorship; it also leads and/or coordinates external engagement and provides representation as required within the context of its areas of focus. Reporting to the IFRC’s Manager – ESSN Learning, Capacity Support and External Engagement, the ESSN Learning and Capacity Support Delegate provides technical expertise and plays a key role in supporting the implementation of the ESSN Learning Strategy and its associated components and activities, and serves as the IFRC’s focal point and subject matter expert for capacity support for national and local actors. Core responsibilities are: 1. Identifying and delivering on opportunities to capture and share learning on, from and to the ongoing benefit of the programme – specifically via provision of technical support and coordination to ESSN Learning strategic projects, partnerships, collaborations, exchange, and research; 2. Impactful capacity support for and with TRC: working closely across the IFRC’s ESSN team and in particular with counterparts in TRC’s Kızılaykart Cash-Based Assistance Programmes Coordinatorship to ensure relevant and targeted strengthening of institutional capacity – according to collaboratively identified priorities and needs, and in order to support the sustainability of TRC’s institutional cash capacity and core structure beyond and outside the ESSN programme.
Job Duties and Responsibilities
Cross-cutting • Collaborate and work closely in particular with the Manager – ESSN Learning, Capacity Support and External Engagement, the ESSN Learning Consultant, IFRC ESSN team and/or workstream leads, and counterparts in TRC’s Kızılaykart Cash-Based Assistance Programmes Coordinatorship in support of the Unit’s learning and capacity support priorities and areas of focus • Actively support and develop the IFRC’s partnership with TRC as joint custodians and implementers of the ESSN via the Unit’s areas of focus and ways of working, adding value to both the programme and the partnership • In furtherance of ESSN learning and capacity support files, engage with relevant Red Cross Red Crescent Movement and external stakeholders and partners, and represent the IFRC • Manage the ESSN Learning and Innovation Officer, providing supervision, clear goals and performance objectives, along with mentorship and support for professional development ESSN Learning • Contribute to the implementation of the joint TRC-IFRC ESSN Learning Strategy and its five inter-related components, including supporting iterative evolution of the strategy and its activities over the life-cycle of the IFRC-TRC tenure of the ESSN • Lead the resource curation and maintenance of the ESSN Learning Hub web-based/online platform • Play a lead role in coordinating, delivering and capturing outputs from strategic projects, partnerships, collaborations and exchange in line with specific areas of focus and activities within the ESSN Learning Strategy, along with sector-wide dissemination, engagement and uptake based on these • Support the design, commissioning and delivery of targeted operational research with relevant stakeholders to address programmatic priorities and strengthen the evidence base to inform ongoing implementation of the ESSN programme • Support and contribute to developing strategic partnerships and exchange between ESSN learning and parallel learning alliances and initiatives on large-scale basic needs-oriented cash – in other country contexts, and/or at regional and global levels • Provide technical support to external third-party monitoring of the ESSN programme • Provide technical support to an impact evaluation of the ESSN programme – on study design, implementation and analysis, delivered via tripartite collaboration between IFRC, TRC and the World Bank • Support coordination of and provide technical inputs to ongoing reflections and analysis on the optimal targeting of assistance within the ESSN programme

Capacity Support • Serve as the IFRC’s capacity support focal point and subject matter expert with all relevant stakeholders • Lead coordination of impactful capacity support for and with TRC in context of the partnership on the ESSN; support collaborative work with TRC and government institutions to design and deliver capacity support to national and local government partners • Oversee coordination, delivery and monitoring of progress against the TRC-IFRC ESSN capacity support plan of action across its identified priority areas of support, including iterative updates to the plan and its activity implementation matrix • Review available and optimal modalities for capacity support (including in light of ongoing COVID-related constraints), and keep abreast of and advise on evolving best practice, in particular with regard to blended learning methodologies and technology-mediated components • Support the identification and facilitation of peer-to-peer exchange and knowledge-sharing, on-the-job ‘learning by doing’, mentoring, and staff exchange opportunities across the International Red Cross and Red Crescent Movement • Collaborate with TRC counterparts to ensure intersections with and mutual support to the TRC Kızılaykart CVA Know-How Exchange Programme • Collaboratively enable IFRC support to TRC in investing in institutionalising and mainstreaming its cash capacity and core structure, with the objective of promoting sustainability beyond and outside the ESSN programme, including leveraging opportunities to further position the Kızılaykart Platform
Education
Advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, economics or a related and relevant field
Experience
• A minimum of five (5) years of progressively responsible experience in the humanitarian and/or development field with international organisations, NGOs and/or the International Red Cross Red Crescent Movement • Experience and a successful track record of working with Red Cross Red Crescent National Societies Experience in developing, implementing and coordinating multi-stakeholder strategies, and performing advisory and analytical functions • Experience in designing and delivering cash-based response in emergency, recovery and/or development contexts across the project/programme cycle, preferably including prior experience within the RC/RC Movement • Experience in monitoring and learning on large-scale humanitarian cash programming, including running successful learning projects and processes • Proven capacity strengthening expertise and experience with Red Cross Red Crescent National Societies or other relevant local actors, including designing and delivering trainings, and providing on the job mentoring, training and coaching • Experience in partnership development, project management and research design • Previous experience contributing to the institutionalising and mainstreaming of cash and voucher assistance programming, capacity and competencies within an organisation • Experience living and working in diverse, multicultural and potentially challenging environments
Knowledge, Skills and Language
• Understanding of the key policy and programmatic issues relating to delivering cash at scale • Technical expertise in vulnerability analysis and targeting of assistance; programmatic monitoring and evaluation (M&E); and impact evaluation • Strong knowledge of capacity strengthening/support, including best practice adult learning modalities, and the training and learning sector for humanitarian and/or development professionals • Proven skills in devising and delivering impactful learning and training programmes for relevant audiences • Political acumen to co-ordinate, facilitate and negotiate at all levels of organisation and with external partners • Excellent interpersonal, representation and presentation skills; able disseminator and communicator • Proven ability to work in a collaborative manner with team members, and with multiple stakeholders at various levels • Proven analytical skills, ability to think creatively and strategically, and to work effectively while under pressure • Excellent knowledge of country and/or regional (Syria crisis) context • Fluent spoken and written English • Good command of another IFRC official language (French, Spanish or Arabic) • Good command of Turkish
