Org. Setting and ReportingThis position is located in Environmental Management Unit in the Office of the Director of Mission Support, United Nations Interim Force in Lebanon (UNIFIL), Naqoura. The incumbent will report to the Environmental Affairs Officer or his/her designate. ResponsibilitiesInstall/commission and operate /maintain systems in the specific trade area in compliance with recognized standards and regulations pertaining to installation, environmental and safety codes. Prepare environmental reports in the specific trade area to determine work requirement including carrying out technical environmental assessments of the engineering systems or any other operations with environmental aspects. Generate appropriate environmental recommendations and assign them to the specific trade and craft area. Participate in the implementation of the UNIFIL Environmental Action Plan (EAP), maintain regular contact with the Environmental Focal Points (EFPs) from different sections, units and military components to ensure proper implementation of the EAP and compliance with the environmental regulations set by the mission and guide them through technical assistance for the environmental related works. Assisting in formulating and monitoring the implementation of the technical advice provided by the Chief Environmental Officer, as well as overseeing the environmental compliance of different facilities (e.g. solid waste management facilities, military contingents’ positions, fuel points, storage areas, generator rooms, water and wastewater systems, hospitals, clinics and other buildings). Assist in data collection (i.e. water consumption, power, incidents, etc.), compilation and consolidation of reports from relevant focal points both on quarterly and monthly basis, as well as assisting in drafting several official documents, such as the Environmental Standard Operating Procedures (SOPs), Action Plan, Environmental Pocket Guide for Contingents, Best Practices, various environmental presentations, the Annual Reports, and in preparation of environmental progress reports as indicated in the Environmental Action Plan; Maintain regular contact with the Units and Contingents during data collection and assist in familiarization of the mission Environment Focal Points with the environmental policies and procedures. Conduct scheduled and non-scheduled environmental assessment site visits, investigations, incidents reviews, assessments for acquisition and divestiture of locations and site boards at UNIFIL HQ and within the Area of Operation (AO) and drafting related reports and report to the supervisor on progress of environmental recommendations implementation. Assist with the preparation of cost estimates in the specific trade area. Coordinate work as necessary with engineering counterparts. Monitor the quality levels of the water and wastewater by conducting basic tests and monitoring the said trades. Assisting in undertaking environmental initiatives by preparing flyers and posters for different environmental awareness campaigns, such as the resources conservation (water, energy, etc.) and assisting in organizing the environmental events such as the Ecological Day. Ensure that daily activities are adhering to the DPKO/DFS Environmental and Waste Management policies and in line with the DFS Environment Strategy objectives. Provide administrative assistance and perform other duties upon request by the Chief Environmental Officer. EducationHigh School Diploma or equivalent is required. Job - Specific QualificationA driving license is required due to the necessity of field visits. Trade and Craft Certification (or Specific equipment certification) in carpentry, electrical, heavy equipment operator, mechanic, plumbing, welding, water testing, environmental monitoring or related trade is required. Landscaping certification is desirable. Work ExperienceA minimum of five years of progressively responsible experience in construction /commissioning, operations/maintenance of facilities and infrastructure within the specific trade and craft area of carpentry, electrical, heavy equipment operator, mechanic, plumbing, welding and/or related trade and craft is required. Experience in environmental engineering within the landscaping water quality monitoring and environmental management is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable. AssessmentEvaluation of qualified candidates may include an assessment exercise (Technical Test) which may be followed by interview.
