Project Description The purpose of the upcoming USAID-funded Energy Conservation and Resilience (ENCORE) program is to increase Jamaica’s resilience through a strengthened energy sector delivering more renewable and reliable energy to more people, including vulnerable populations. ENCORE will lead to an increase in the use of renewable and reliable energy for Jamaican homes, businesses, and critical facilities, and their beneficiaries, including vulnerable populations; increased energy efficiency; reduced greenhouse gas emissions; a strengthened energy sector, including the public and private sectors; increased human and institutional capacity to advance renewable energy; and increased international finance attracted for the energy sector. Position Description RTI seeks an Energy Resilience Lead for the anticipated Energy Conservation and Resilience (ENCORE) program. They will be responsible for supporting the installation of solar and battery energy storage systems on at least 5 critical facilities. Additionally, they will provide technical assistance to identify co-finance for critical facility electrification; technical assistance to identify sustainable maintenance solutions for critical facilities; and technical assistance to develop innovative approaches to connect additional marginalized populations to renewable and reliable energy. This position will report to the Chief of Party and will be based in Kingston, Jamaica or elsewhere in Jamaica on a case-by-case basis. Position is contingent upon award and funding. Responsibilities Leads energy resilience and access initiatives under the project, under direction from the COP, that maximize available resources. In collaboration with relevant Government of Jamaica stakeholders, oversees and manages the procurement process to select and install solar and battery storage in critical facilities. Oversees the improvement of critical storage facilities procurement procedures and train them on how to follow the guidelines and templates of international lending agencies or donors. Support critical facilities with technical consulting/assistance on operational improvements aimed to connect additional marginalized populations to renewable and reliable energy. Lead dissemination of lessons learned during development and operation of ENCORE-supported energy systems. Qualifications Bachelor's Degree and 8 years of experience, or Master's degree and 6 years of experience. Minimum of five (5) years’ relevant experience working in Jamaica’s energy sector, including design and/or installation of commercial and industrial (C&I) and/or residential solar. Minimum two (2) years relevant experience working with vulnerable communities in Jamaica. Demonstrated knowledge, skills, and/or experiences in financial analysis, and transaction advisory, among other finance-related areas, as required. Experience managing USAID funding, inclusive of subgrants and/or subcontracts to local partners preferred. Demonstrated skills in building, mobilizing, and leading multidisciplinary teams. Proven ability to work under pressure, and with multiple concurrent demands. Excellent communication and interpersonal skills. Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff. Experience working in Jamaica.
