Expected duration1 year Duties and ResponsibilitiesUN-Habitat, United Nations Human Settlements Programme, is the agency for human settlements in the United Nations system. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of improving the quality of life for all. As part of its work, UN-Habitat seeks to promote sustainable and resilient cities and towns through provision of urban basic services infrastructure by providing technical support on integrated development at national, regional, and local levels of government as one of its priorities. Data, Technology, and Innovation have been recognized as major components influencing the development of current and future urban mobility systems with a view to improve their access, comfort, safety, sustainability or efficiency. UN-Habitat implemented the EC funded SOLUTIONSplus project that supports the implementation of electric mobility in different cities through capacity building but also technical support for implementation. The project encompassed city level demonstrations to test different types of innovative and integrated e-mobility solutions, complemented by a comprehensive toolbox, capacity development and replication activities. UN-Habitat supported 5 e-mobility demonstration actions in Dar es Salaam on 2 and 3-wheeler assembly and retrofitting, carried out capacity building for start-ups, technicians and policy makers, and developed a policy advice paper on Electric Mobility in Tanzania and a proposal for a National Urban Mobility Plan that incorporates E-mobility. The Tanzania Trade and Transport Improvement Project -E-mobility Pillar- is a scale-up of the SOLUTIONSplus project in Tanzania. The European Union has introduced the Global Gateway initiative, aimed at enhancing smart, clean, and secure infrastructure globally. It addresses major global challenges like climate change, healthcare improvement, and supply chain competitiveness. The program promotes sustainable infrastructure investments, emphasizing social and environmental standards. One of its key focus areas is transport, with the goal of integrating African and European multimodal transport networks, particularly targeting strategic corridors to enhance trade, create jobs, and support value chains. In Tanzania, the present Action fits within the “Trade and transport facilitation measures for Strategic Corridors in Africa” programme (action document ACT-62054 “Trade and transport facilitation measures for strategic corridors in Africa”) of the EU, intending to address both physical and non-physical barriers to trade, that have so far hampered intra-African trade and integration, and increase the efficiency of transport systems on corridors and of their management. This action focuses on the Central and Northern corridors. The action is built around three pillars: Port Performance, trade facilitation and Electric Mobility. Supervision and Reporting The Consultant will work under the overall supervision of the Chief of the Urban Basic Services Section, reporting to the Team Lead Urban Mobility. Responsibilities and Tasks i. Support research projects on e-mobility systems in Tanzania and prepare technical materials as part of the Trade and Transport Improvement project; (Task 01) ii. Develop proposals and concepts that promote electric and smart mobility as an agent for sustainable and inclusive cities and gender empowerment. (Task 02) iii. Support research on corridor development and prepare related technical materials; (Task 03) iv. Support the implementation of e-mobility pilot projects in Trade and Transport Improvement partner and replication cities; (Task 04) v. Provide capacity building for cities on the introduction of electric mobility and sustainable mobility under the Trade and Transport Improvement project; (Task 05) vi. Organise workshops and engage with partners, innovators and accelerators that promote ICT and electric mobility as an agent for improving access to mobility; (Task 06) vii. Develop country and city assessments on the potential for digitalization of public transport incl. Mobility-as-a-Service applications; (Task 07) Qualifications/special skillsAdvanced university degree (Master's degree or equivalent) in Transport planning, Transport Engineering, Civil Engineering, Electrical Engineering, Urban planning, or a related field is required; A first-level university degree in combination with qualifying experience may be accepted instead of the advanced university degree. Experience in an electric mobility project in Tanzania is an asset. Good project cycle coordination and management skills covering project design, implementation and monitoring. An understanding of electric mobility, transport engineering, urban planning, urban development, urban policy and legislation and sustainable urbanisation. Knowledge of the engineering design process, smart cities or urban indicators is an asset.  Excellent analytical and communication skills. The ability to draft a wide selection of written communication and to articulate ideas in a clear and concise manner. Research skills, particularly in the technology field, are an asset. Good interpersonal skills, previous exposure to cross cultural environments is advantageous. Ability to work well in a team whilst also having the capacity and initiative to work independently is required. Knowledge of the UN, including working experience in a developing country and working experience with the UN (work within the UN, or working with UN agencies and programmes) are assets. Fluency in English, written and verbal, is required. Working knowledge of another UN language is an asset.
