Org. Setting and ReportingThe position is in the United Nations Mission in South Sudan (UNMISS). The position is based in Juba and is located in the Electoral Affairs Division (EAD). UNMISS leads the provision of electoral assistance in an integrated manner with the UN Country Team, through the UN Integrated Electoral Assistance Team in South Sudan (IEAT). The Electoral Officer (Information Communications Technology (ICT)) will report to the Electoral Officer (Voter Registration/ICT), under the overall structure of the UN IEAT. The United Nations Security Council adopted resolution 2567 (2021) deciding that UNMISS's mandate is designed to advance a three-year strategic vision to prevent a return to civil war in South Sudan, to build durable peace at the local and national levels, and to support inclusive and accountable governance and free, fair, and peaceful elections in accordance with the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R- ARCSS). Furthermore, Security Council Resolution 2729 (2024) called on the UNMISS to provide technical assistance, to include capacity-building, logistical support for creating the conditions conducive to free and fair elections, conducted through a peaceful process, as appropriate, in coordination with the United Nations Country Team and regional and international partners as well as security support to facilitate the electoral cycle, consistent with the R-ARCSS. ResponsibilitiesWithin delegated authority, the Electoral Officer (ICT) will be responsible for the following duties: • Provide technical support and advice to National Elections Commission (NEC) and other national counterparts/institutions, such as the Political Parties Council, on systems that will support the electoral processes carried out across the country. • Assist in the conduct of needs assessments related to information and communication technology requirements of national counterparts, including drafting proposals, specifications, budgets – which may entail the conduct of research on best practices, comparing and drawing upon other electoral processes, and support thereto, to formulate a comprehensive assessment and recommendation. • Advise on the viability of cloud-based infrastructure vis-à-vis on-premises installations. • Assist in the preparation of ICT strategy documents, including the conduct of cost/benefit analysis, effort estimation, hardware/software costs of designed infrastructure and its implementation. • Assist national counterparts in the design of robust and secure computational, storage, and network infrastructure to support their operational needs. • Assist national counterparts in the identification of technical requirements needed to build the designed infrastructure. • Assist in the development of technical specifications for hardware, and software, that will address the needs of national counterparts/institutions at both the national headquarters level, as well as state levels, as required, • Provide expert advice and technical solutions options in the definition, design, timely implementation, management, operation and maintenance of network security infrastructure. • Provide technical analysis of threat assessments and make recommendations on overall network security strategies, solutions and procedures. • Assist in the identification of equipment and software to address identified needs. • Advise the NEC and other national counterparts/institutions in the optimal installation, configuration and monitoring of ICT equipment and software to ensure hosted systems run optimally. • Assist in the diagnosis, troubleshooting and resolution of hardware, software, or connectivity problems through root cause analysis and tracking these incidences using international best practice. • Advise national counterparts in areas of cyber security, Business Continuity and Disaster Recovery (BCDR). • Advise national counterparts/institutions in areas of drafting ICT policies and Standard Operating Procedures. • Contribute to the design, delivery and implementation of capacity building activities for national counterparts on ICT-related matters. • Assist in the development and utilization of an asset register of computer equipment, systems and licenses to monitor equipment and services. • Establish and maintain professional and productive partnerships with national counterparts and other stakeholders in the electoral process. • Compile, provide and deliver regular verbal briefings and written reports in the assigned area of responsibility in close collaboration with other relevant colleagues/partners. This includes the development of presentations utilizing PowerPoint. • Document lessons learnt and best practices in capacity development initiatives related to area of responsibility. • Perform other related duties as required and as tasked. EducationAdvanced university degree (Masters degree or equivalent) in Computer Science, Information Technology, Cybersecurity, or a related field. A first-level university degree in combination with qualifying two additional years of experience may be accepted in lieu of an advanced university degree. Job - Specific QualificationA combination of certifications in advanced network administration (CCIE or above), cybersecurity (CEH) and cloud computing infrastructure administration (Azure, AWS etc.) is required. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of five (5) years of progressively responsible experience in the design, development and implementation of infrastructure used in electoral processes and related areas in at least three (3) countries is required. Extensive hands-on experience in IT infrastructure, such as server hardware, server virtualization, storage and backup solutions, cloud environments such as Microsoft Azure or AWS, network design and security, data center operations is required. At least two (2) years of experience in implementing, supporting or advising on electoral processes is required. Previous work experience in support of an electoral management body is desirable. United Nations experience in a peacekeeping operation, political mission and/or a UN agency or other relevant international electoral experience is desirable. Experience in post-conflict situations and/or in developing countries is desirable. Experience in managing projects is desirable. Two (2) years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of Arabic is desirable.
