Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. The IDB Group helps Latin American and Caribbean countries promote skills development and lifelong learning as a strategy to ensure that citizens can contribute productively to society, improve their well-being, and be good citizens. To this end, it works with the countries of the region in five lines of action:

i. ensure that people have equitable access to relevant, high-quality learning opportunities throughout their lives.

ii. strengthen quality and relevance assurance mechanisms.

iii. consolidate and develop better financing and co-financing mechanisms to improve the efficiency, effectiveness, and coverage of skills development opportunities.

iv. take advantage of the use of technology to increase equity and access to skills development opportunities and improve the efficiency of skills development systems; and

v. actively promote the generation and use of evidence to inform decisions about skills development.

About this position:

We are looking for a dynamic operations consultant. As operations consultant you be a part of the Operations team within the Education Division and will contribute to the processing and monitoring of the IDB education division operations portfolio, including technical cooperations, loans and investment grants.

You will work in the Education Division part of Social Sector department. This team is responsible for formulating public policy solutions to reduce poverty and improve the delivery of education. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.

The operations consultant will be responsible for operations monitoring as well as document editing and processing.

What you’ll do:

The primary responsibilities of the selected candidate include, but are not limited to:

Document editing and processing:

  • Provide support to the preparation, processing, and distribution of proposals for operation development, loan documents and technical cooperation documents, to appropriate internal review and operational committees.
  • Drafting and proofreading documents related to technical cooperations and loan proposals to ensure they meet editorial guidelines established by the Bank.
  • Review operational documents to ensure accuracy, completeness, quality of final product and proper application of relevant guidelines.
  • Provide guidance to project team members on Bank processing procedures, and monitor compliance of operational calendar and adapt its timing when necessary.
  • Establishing and monitoring the processing timeline, proactively following up on relevant milestones to meet the approval target date.
  • Collecting, registering, and maintaining project related documentation in accordance to established procedures and policies.
  • Maintaining internal systems with up-to-date information regarding the status of portfolio operations.

    Operations monitoring:

    • Advice project teams on procurement applicable policies as well as on the hiring process and payment processing of consultancies and non-consulting services (individuals and firms) financed by the assigned operations.
    • Follow up the complete and timely closure of operations as well as the delivery of reports for loans and technical cooperations, and support the team members with its processes.
    • Provide information on the status of operations and update corporate operational databases, and prepare periodic reports related to the execution of technical cooperations and loans.
    • Participate in a broad range of other support activities as required by the supervisor of this consultancy.
    • Undertake communicational responsibilities associated with operational tasks.

      What you'll need:

      • Education: Bachelor's degree (or equivalent advanced degree) in business administration, accounting or other relevant field.
      • Experience: At least 2 years of progressive experience.
      • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
