    Organizational Setting and Reporting Relationship

    The position of Economics Officer is assigned to the Office of the Chief Economist and Director General (EROD) in the Economic Research and Development Impact Department (ERDI). You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated International Staff and Senior Officer as applicable.

    Your Role

    As Economics Officer, you will build the technical capacity of ERDI by contributing to its work program by (i) overseeing the preparation of the bi-annual journal Asian Development Review (ADR); (ii) supervising staff in charge of the Working Papers series; (iii) supervising and coordinating activities among Technical Local staff and consultants; and (iv) supporting ERDI's front office (EROD) in preparing technical assistances (TAs). It is also expected that you will undertake independent research.

    You will:

    Economic Research Work, Knowledge Events, and Training

  • Prepare analytical studies for the Asian Development Policy Report and other main publications of ADB. Provide substantial technical inputs for other economic papers, technical reports, special studies, and presentation materials for seminars and conferences.
Conduct economic modeling and econometric/empirical analysis, applying widely used statistical software such as Stata, EViews, and MATLAB. Maintain databases needed to undertake research. Provide substantial support in organizing the annual Asian Economic Development Conference through promotion of call for papers; review of paper submissions, coordination with organizing team, co-hosts, speakers, and relevant parties; management of logistical preparations and actual event; and post-event evaluation. Train other economic officers, analysts and local consultants in econometric analysis and other relevant system applications.

Asian Development Review

Support the Editor-in-Chief (EIC) and Managing Editor of the Asian Development Review (ADR) with the management of the Asian Development Review. Coordinate with editors, contributors, partners from other departments/units in ADB, and the publisher to ensure smooth production process and the journal's release. Manage preparation of data presentations and tables/charts. Ensure compliance of papers with ADB publication guidelines. Ensure overall quality of papers before EIC and management approval.

Technical Assistance (TA) Activities

Independently draft TA papers, and consultants' terms of reference; monitor TA fund use, and consultants' outputs against targets, and deadlines for producing the required reports; and prepare TA completion reports. Train and oversee Technical Local Staff in procedures for individual consultant selection to ensure timely consultant selection and contracting.

Coordination and Management

Coordinate activities of the Economics, Research and Development Impact Department (ERDI) on economic modeling and economic database management; oversee economic research and data-gathering activities of other economic analysts/local consultants; coordinate with other departments/divisions to facilitate flow/exchange, and management of online information resources/data system.

Others

Provide knowledge management (KM) support for the department and coordinate with relevant ADB departments in the performance of KM tasks, such as disseminating knowledge solutions, conducting knowledge-sharing in KM events, and supporting KM awareness-raising sessions. Undertake administrative work on departmental information management and data quality control and support quantitative research activities/assignments; coordinate with other divisions to address methodological and measurement issues on economic indicators used for ADB's developing members; review economic indicators to respond to evolving economic structures in the region. Perform other tasks that may be assigned as reflected in your workplan.

Qualifications

You will need:

Master's degree in Economics, Statistics or Data Science with specialized training in econometrics. At least 8 years work experience in related field specifically in applying econometric models. Knowledge of quantitative economics, database management, economic policy issues, and development trends in the region. Written and verbal proficiency in English, with economic research writing ability. In-depth knowledge of the research process. Capability to manage complex processes by applying experience and reasoning. Proficiency in using spreadsheets, statistical/econometric software, database applications, and knowledge in implementing automated routines. Capability to coordinate tasks among Technical Local Staff and communicate with concerned groups within ADB. Solid management skills and good client orientation.
