E T Temporary is responsible for providing executive support to the Program Manager and administrative and operational support to JDC including transactions/procurement, HR-matters, policies/procedures, administrative budget, meeting logistics and documentation, and general office management. S/he will be expected to work independently on regular assignments with limited oversight from the supervisor. The manager will provide general guidance and work plans for identifying work priorities and appropriate approaches.
Executive Support for the Program Manager:
•   Provide effective and high-quality support to the Program Manager. •   Assist in managing the priorities and workflow of the Program Manager and monitoring of activities to ensure appropriate response and follow-up..•   Facilitate appropriate action by bringing matters to the attention of the Program Manager or redirecting to the appropriate person for information or action.•   Handle the scheduling of appointments and coordinating of mission travel •   Provide assistance in following up on actions to be taken in regard to the Program Manager's responsibilities relating to the unit's portfolio, budget, staffing, SAP approvals, HR issues, work program delivery, knowledge management, etc.  •   Ensure quality of output requiring the program manager’s approval or signature.•   Maintain good working relationship with internal and external clients and respond to requests as needed. •   Work in collaboration with the FCV Front Office as needed. •   Organize logistics for meetings, unit retreats and learning events; prepare materials/documentations for manager’s meetings.
Administrative & Operational Support to JDC Team:
•   Transaction related support/guidance for the team(s) - including hiring of consultants, contracting of firms; and other purchasing transactions on the WB side –requires knowledge of eConsult and Admin Portal.•   Policies/procedures/system navigation support - helping staff find relevant guidance regarding procurement, operational arrangements, contracting etc.–requires familiarity with the Bank systems (Operations Portal, Admin Portal, possibly SAP, intranet resources etc.), as well as with central units (procurement, OPCS, HR, legal etc.).•   Budget support - tracking expenditures under the JDC administration and management code to enable proper planning and use of resources.•   Meetings-support, including scheduling, bookings and ensuring programmatic follow-up and prioritization, primarily (but not limited to) JDC’s Management Committee (Bi-annual) and Strategic Advisory Council, Team (JDC, GTFS2 and FCV) Retreats and Team meetings, and Research Conferences. Organize physical meetings & travel incl. flights, visas, side meetings, schedules.•   HR-support – assist in onboarding of new staff (contracts & setting up office &equipment, incl. registering with MoFA, diplomatic services, petrol coupons etc.) and advise staff on HR related matters (System inputting – LARS, TRS, HR, security information, reimbursements, HBW-policy). Assist in hiring of short-term consultants, temporaries and interns, incl. reviewing applications & organizing interviews.•   Office support – hereunder tracking the security advice and sharing with JDC, as well as using it to plan UN City; return and office space. Support transactions related to office lease, utilities and materials through UN Common Services and local suppliers.

Selection Criteria

Internal applicants may apply per existing guidelines.”  •   High school diploma with at least 7 years of relevant experience as program administrator/coordinator/ executive assistant preferably within international organizations, foundations, or partnership programs required. bachelor’s degree preferred.•   Excellent communication skills, both written and spoken, in English.•   Outstanding interpersonal and communication skills, with ability to effectively interact with internal and external clients and staff at all levels.•   Proven high degree of flexibility and reliability, and a demonstrated capacity to handle variety of multiple concurrent activities, to prioritize and balance competing demands under pressure, while maintaining attention to detail.•   Extensive experience using standard Bank systems and technology package.•   Willingness to take up additional ad-hoc responsibilities other than duties directly related to this position whenever needed.  Competencies:  •   Technology and systems knowledge - Exhibits excellent knowledge of Microsoft Office applications and proficiency of technology or/and systems relevant to functional area. •   Project and task management - Able to undertake diverse and complex assignments with minimal supervision and resolve competing demands. Can assist in the preparation of written materials in accordance with WB administrative guidelines and best practices.
